The Internet has enabled people from all over the globe to communicate and share information. Yet over two-thirds of the world’s population remains disconnected from the Internet, and many of these people live in poor, remote areas in the developing world. Organizations struggle to cross the last mile to these communities that are difficult to reach geographically, are often only fluent in local languages, lack reading and writing proficiency, and have limited experience with information technology. Unidirectional broadcast media such as the radio, television, and written periodicals can be localized to a region or community, but they are not micro-local, demand-driven, and do not offer transparent space for feedback and community discussion. Local people may seek information from experts or others in their personal social networks, but misinformation abounds and advice is fragmented across multiple sources. There are few comprehensive, on-demand sources for relevant, high-quality knowledge. This is precisely what the Internet provides for those who have access.

Awaaz.De (“Give your voice”) is a software platform enabling organizations to engage with poor, remote, and marginal communities by providing on-demand, many-to-many information access through mobile phones. People access Awaaz.De applications by dialing regular phone numbers to create, browse, and share voice content through automated voice interfaces. Voice makes it easy to provide services in local languages, overcomes literacy constraints, and offers a low barrier to content creation: one only needs to know how to speak into a phone. Organizations use Awaaz.De to host voice-based information portals, discussion forums, Q&A services, classifieds, and more. For example, rural development organizations can offer demand-driven agricultural extension through a farmer Q&A service, broadcast market prices and weather reports targeted by crop and location, or perform real-time data collection on availability of farm inputs and outputs. In this way, Awaaz.De helps organizations reach previously disconnected people with on-demand, locally relevant information, in their language. Most importantly, Awaaz.De is a social platform that supports people to give their own voice and participate not just as passive consumers, but active producers of knowledge.

 

Currently Awaaz.De serves eight social development organizations and enterprises across six states in India working in agriculture, education, women’s empowerment, labor rights, and rural products. These organizations serve as content providers, and use Awaaz.De to disseminate their informational content in real time, as well as collect input from the community through interactive features. These organizations have proven the value of Awaaz.De through willingness to pay; partners pay a recurring monthly fee to host their customized voice information service with Awaaz.De

The other demonstration of Awaaz.De’s value comes through the response from the communities of users. To date, Awaaz.De has served over 100,000 calls from over 10,000 unique callers. People rate content highly whenever ratings are solicited; in one deployment, the average rating was 2.8/3 from 325 individual ratings. A bit more anecdotally, unsolicited messages of praise and gratitude come in regularly from people. In a study where an Awaaz.De partner sent agricultural information broadcasts to farmers and then prompted for a question or comment, 37% of the recordings posted were simply comments of praise for the service, compared to 41% posts asking technical agricultural questions. To us, these are small indicators of Awaaz.De's potential for not only building knowledge capital, but social capital. Here’s another good anecdotal example.

Awaaz.De’s technology platform consists of two components. First, the voice application lets end-users access content through regular phone numbers. After calling in, they navigate automated message boards with touchtone to create, browse, and respond to voice messages posted by others. A “personal inbox” option plays the caller’s own messages, identified by their phone number. Message boards are configured with a number of policy settings. A message board can be listen or post-only, moderated, and allow community response. It can also define sub-message boards based on hierarchical categories. Awaaz.De’s second component is a web interface that lets community managers moderate the voice forums, annotate and categorize content, route messages to specific experts for responding, conduct voice-based surveys, collect ratings, and broadcast the best content to wide (e.g. last 1,000 callers) or targeted (e.g. all callers who have posted messages related to wheat) audiences. Taken together, the two components of Awaaz.De provide an “Internet for the few, voice for the many” model, where the mostly Internet-less community members access content and communicate through mobile voice interfaces, and community managers with access to the Internet administer the system through the web interface.

Abstract: 

This report focuses on the opportunity to improve agricultural productivity using mobile services, highlighting the opportunity to bring new investment to a key group: smallholder farmers. Mobile telephony could have significant potential to help the poorest farmers towards greater food and income security.


Only in recent years that mobile communications technology has been widely accepted as an enabler of sustainable growth. In developing markets, where the deployment of mobile telecommunications networks has surpassed traditional fixed-line technology, the mobile telecoms industry is well-placed as an enabler of higher performance in the value chain. There is a distinct need for market-led opportunities, and the opportunity for mobile operators to deliver these is significant.


The mobile services studied here enable companies to access and interact directly with different participants in the value chain, helping to build visibility of issues, capacity and quality. They will support company sustainability objectives, and in particular, progress towards the UN Millennium Development Goals by helping to reduce poverty, improve health and increase funding for education.


This report aims to stimulate the necessary engagement between mobile operators, governments, NGOs and businesses to realize these opportunities and explore others.

Scaling Up Without Falling Short: Leveraging Mobile Tech for the Base of the Pyramid

Despite possibilities of scaling projects with technology, many technology-based initiatives in social and economic development have failed to make it past early pilot stages or grow to scale. This study by Hystra, in collaboration with Ashoka and TNO, examines what successful ventures within four sectors can teach us about models for scaling Information and Communications Technology (ICT) -based applications and projects aimed at reaching bottom-of-the-pyramid customers (referred to as Base of the Pyramid in the report). The researchers focused specifically on these sectors: education, health, agricultural services, and financial services.

What Did the Study Review?

Initially considering 280 projects as promising models, researchers found that over half were not worth researching because projects lacked sustainability or replicatibility. Many of the projects were dead pilot projects or were small with no sign of the possibility or intent of scaling in size or reach.

From there, researchers homed in on 16 groundbreaking cases. These projects had reached scale (defined as having 10,000 clients or more) or had the potential to do so. All projects were assessed against three criteria: Is the solution solving the (specified) problem? Is the project economically viable? Is the project scalable and replicable? The researchers grouped projects into specific clusters based on business model type. All projects researched were value-added or market-based, because of the researchers’ belief that such models increase project sustainability and client investment in the project.

The models that the researchers looked at varied. For instance, researchers asked whether end-users accessed the technology themselves as opposed to being delivered trough an intermediary.

Sowing Seeds with SMS: Assessing Mobile Phones' Role in Agricultural Extension

Mobile phones may be one mechanism to increase effectiveness and efficiency for agricultural extension in low-income countries. Agricultural extension, broadly defined as the delivery of information to small-scale farmers, was developed to counteract information asymmetries suffered by farmers with limited access to information sources like landline phones, newspapers, radios and TV programming.  This has meant that farmers have not been able to take advantage of innovations in agricultural production (from seed types to information about pest control or crop rotations) and have been largely unable to increase their yields and hence incomes. 

While agricultural extension programs have tried to counteract this lack of information, they have also been long plagued by lack of scale, sustainability, relevance and responsiveness. Mobile phones, with their low-cost and capability for quick communication, may resolve many of these obstacles.

Dial “A” for Agriculture: A Review of Information and Communication Technologies for Agricultural Extension in Developing Countries, by Jenny C. Aker, a well-known researcher in the field, provides a broad overview of the shift toward using mobile phones in extension services and offers critical guides for assessing the effectiveness of such programs.

Half a century ago, extension programs were conceived to fill the glaring gap between agricultural innovation and crop yields. Despite great advances in agricultural innovations in the latter part of the twentieth century, farmers in Latin America and especially Sub-Saharan Africa have only seen slight increases in yields. Extension programs,which have largely taken the form of in-person visits and training, have consistently suffered from questions of cost-effectiveness.

Agriculture can serve as an important engine for economic growth in developing countries, yet yields in low-income countries have lagged far behind those in developed countries for decades. One potential mechanism for increasing yields is the use of improved agricultural technologies, such as fertilizers, seeds and cropping techniques. Public-sector programs have attempted to overcome information- related barriers to technological adoption by providing agricultural extension services.

 

While such programs have been widely criticized for their limited scale, sustainability and impact, the rapid spread of mobile phone coverage in developing countries provides a unique opportunity to facilitate technological adoption via information and communication technology (ICT)-based extension programs.

 

This article outlines the potential mechanisms through which ICT could facilitate agricultural adoption and the provision of extension services in developing countries. It then reviews existing programs using ICT for agriculture, categorized by the mechanism (voice, text, internet and mobile money transfers) and the type of services provided. Finally, we identify potential constraints to such programs in terms of design and implementation, and concludes with some recommendations for implementing field-based research on the impact of these programs on farmers’ knowledge, technological adoption and welfare.

Besides the work of Jensen (2007), there is little quantitative evidence on the impact that mobile telephony has had on household welfare. In considering the rural household welfare, the possibility is open of finding impacts of information that is accessed via mobile phone in several markets where rural households are usually inserted: agricultural product markets, agricultural services markets, agricultural byproducts; but also in labor markets that often supplement income diversification strategies of these households.

 

Using a database collected to measure the impact of mobile telephony in the welfare of rural households in Puno, Peru, this paper seeks to focus attention on the markets for agricultural products and by-products. The aim is to measure the contribution that has the use of mobile telephony in the profits resulting from the development of agricultural activities, using econometric techniques associated with quasi-experimental methods of impact assessment. How much does the mobile phone contribute to agricultural earnings? What is the differential impact of mobile phone use vis-a-vis scale variables such as farm size or the number of cattle, or diversification, as the total number of crops, or vertical integration, as the production of agricultural products, on the results of farming?

 

We expect to find different impacts depending on the type of use of mobile telephony, ie if used for information to affect the agricultural production function or is used to make marketing decisions. The results can help justify public policy efforts to include mobile telephone service as a basic service as well as the development of specific mobile livelihood services for farmers from the mobile communication technology, yet absent in Latin America.

At the UN Millennium Summit in September 2000, world leaders adopted the Millennium Declaration, committing nations to a new global partnership to reduce extreme poverty and address pressing challenges of hunger, gender inequality, illiteracy, and disease. The year 2015 has been affirmed as the deadline for reaching these Millennium Development Goal (MDG) targets.

 

The goal is to show how an integrated approach to community-level development can translate the international MDG agreements into ground-level breakthroughs throughout rural sub-Saharan Africa. Villages are located in deeply impoverished rural areas that were considered hunger hotspots—with at least 20% of children malnourished. Sites were selected to reflect a diversity of agro-ecological zones, representing a range of challenges to income, food production, disease ecology, infrastructure, and health system development.

 

The Millennium Villages Project is a ten-year initiative spanning two five-year phases. The first phase focuses on achieving quick wins, especially in staple crop production and disease control, and on establishing basic systems for integrated rural development that help communities escape the poverty trap and achieve the MDGs. The Project involves the coordinated community-led delivery of a locally tailored package of scientifically proven interventions for agriculture, education, health, and infrastructure. Over the first five-year phase, interventions are delivered at a modest cost, totaling approximately $120 per capita per year, of which MVP brings about half to complement funds from the host government, the local community, and other partners. The second five-year phase will focus more intensively on commercializing the gains in agriculture and continuing to improve local service delivery systems in a manner that best supports local scale-up.

Mobile coverage reaches over 90% of the world's population, but mobile services in traditionally rural, lower-income areas have lagged compared to opportunities in more urban areas. One company in India, Ekgaon, is tapping into the rural market by bringing financial, agricultural, and citizen-oriented mobile services to under-served regions. Vijay Pratap Singh Aditya, CEO of Ekgaon, explained to MobileActive.org how his company developed and evolved over the years. 

With a focus on under-served markets, Ekgaon partners with financial institutions, agricultural organizations, NGOs, and corporations to bring mobile services to those who need them. Users of the agricultural system receive personalized and customized soil nutrient management information and crop advice along with weather updates, market information, and alerts; users of the financial services use mobiles to manage savings, remittances, insurance, investments and mortgages; and citizen services allow users to monitor and report on the delivery of government programs.

Populations in the rural developing world have just as many, if not more, information needs as people living in more affluent areas. But their constraints — intermittent power, intermittent connectivity, limited education, literacy and capital — make first-world approaches to accessing information systems inapplicable. Mobile phones are on the cusp of spurring an information revolution in such regions. Long battery life, wireless connectivity, solid-state memory, low price and immediate utility make this device better suited to rural conditions than a PC. However, current software on mobile phones makes them hard to use and to program.

In this dissertation, I present the design, implementation and evaluation of CAM — a mobile application framework designed to address the information needs of the rural developing world. Beginning with a two-month participatory design study, including users with varying levels of education, I propose some general guidelines for user interface and system design in this context. Motivated by these guidelines, I present CAM. CAM applications are accessed by capturing barcodes on paper forms using the mobile phone camera, or entering numeric strings with the keypad. Supporting one-step navigation, direct linkage to paper practices and offline multi-media interaction, CAM is uniquely adapted to rural device, user and infrastructure constraints. To demonstrate the usability of this framework, I implement and evaluate several distinct CAM-based applications (one of which has already been commercially deployed). I also provide preliminary motivation for fourteen other applications that could be implemented with the same, or similar, approach.

The paper describes a collection of initiatives delivering support via mobile phones to small enterprises, small farms, and the self-employed. Using a review of 26 examples of such services currently operational in Africa, the analysis identifies five functions of mobile livelihood services: Mediated Agricultural Extension, Market Information, Virtual Marketplaces, Financial Services, and Direct Livelihood Support. It discusses the current reliance of such systems on the SMS channel, and considers their role in supporting vs. transforming existing market structures.

Abstract: 

Deficits in physical infrastructure, problems with availability of agricultural inputs and poor access to agriculture-related information are the major constraints on the growth of agricultural productivity in India. The more rapid growth of mobile telephony as compared to fixed line telephony and the recent introduction of mobile-enabled information services provide a means to overcome existing information asymmetry. It also helps, at least partially, to bridge the gap between the availability and delivery of agricultural inputs and agriculture infrastructure.

This paper investigates a series of questions that explore this topic:

  • What kind of information do farmers value the most to improve agricultural productivity?
  • Do mobile phones and mobile-enabled agricultural services have an impact on agriculture?
  • What are the factors that impede the realisation of the full productivity enhancing potential of mobile phones?

The answers to these questions have important implications for mobile operators, for information service providers, and for policymakers. The quality of information, its timeliness and trustworthiness are the three important features that have to be ensured to enable farmers to use it effectively to improve productivity.

The study found evidence that mobiles are being used in ways which contribute to productivity enhancement. However, to leverage the full potential of information dissemination enabled by mobile telephony will require significant improvements in supporting infrastructure and capacity building amongst farmers to enable them to use the information they access effectively.

As mobile penetration continues to increase among farming communities and information services continue to adapt and proliferate, the scope exists for a much greater rural productivity impact in the future.

Abstract: 

The study ascertained the level of usage as well as constraints to the use of information communication technologies (ICTs) among major stakeholders in the agricultural development process in Abia and Enugu States of Nigeria. Data for the study were generated from a sample of 110 respondents using structured interview schedule and questionnaire.

Findings indicate that majority (52.5%, 57.5% and 56.7%) of researchers; extension workers and farmers had high, moderate and low knowledge levels of available ICTs, respectively. Out of 24 information communication technologies in use among the respondents, 11 were frequently utilized by researchers, while only 4 and 3 of the facilities were frequently utilized by extension workers and farmers, respectively.

The study revealed major constraints to the use of ICTs to include lack of sufficiently trained computer personnel, lack of confidence in operating modern ICTs, erratic and fluctuating power supply, poor finance, lack of internet access in the rural areas and high cost of ICTs hard and soft wares, among others. The study concludes with the need to have a National Agricultural Extension Policy on the use of ICTs with major emphasis on access, availability and use.

Poor farmers often lack credit to purchase agricultural inputs, and rely on their buyers to provide it. This paper considers the effects of mobile phones on traders of perishable foodstuffs operating between Tanzania’s Southern Highlands and Dar es Salaam’s wholesale market, with a particular focus on the importance of credit in the relationship between potato and tomato farmers and their wholesale buyers.

It argues that the ability to communicate using these new information and communication technologies (ICTs) does not significantly alter the trust relationship between the two groups. It also suggests that farmers, in effect, often have to accept the price they are told their crops are sold for – irrespective of the method of communication used to convey this message – because their buyers are also their creditors. In this situation, many farmers are unable to exploit new mobile phone-based services to seek information on market prices, and potential buyers in other markets. Doing so runs the risk of breaking a long-term relationship with a buyer who is willing to supply credit because of their established business interaction.

It is suggested that, under a more open system than currently exists in Tanzania, mobile-payment (‘m-payment’) applications should target these creditor-buyers as key agents in connecting farmers to the credit they so often require.

The Swedish International Development and Cooperation Agency (Sida) recently published a report that gives an overview of the current state of mobile phone applications for social and economic developments in East Africa. Drawing on successful adoption of mobile applications in the Philippines, this Sida report seeks to answer “what hinders the take off of m-applications for development in East Africa and what role donors play in the process.” While mobile phones is the one of the most widely accessible gateways for information in East Africa, with mobile penetration covering over 40% of the population, sustainable, scalable mobile services for social and economic development are limited. The report is supported by secondary data, statistics, and field work carried out in Kenya, Rwanda and Tanzania, along with numerous interviews, meetings and discussions with key stakeholders in East Africa. Major trends in mobile usage, barriers for increased use of m-applications, as well as opportunities for scaling are discussed.

Nokia Life Tools aims to give users direct access to information that can change how they do business.  Launched in 2008 in India, Nokia Life Tools deliver agricultural information, educational resources and entertainment to users over SMS.  At the end of 2009, Nokia Life Tools expanded to Indonesia.

The service allows subscribers to receive updates on chosen topics – market prices, news tips, weather forecasts, English lessons, exam preparation, or entertainment. The SMS-based service sends basic text messages on an icon-driven interface; the delivery system ensures that the service works wherever mobile phones work. The information that is sent out to the consumer’s mobile phone is targeted to the person based on his or her location.

The tools’ primary services are agricultural and educational; entertainment is supplementary, providing users with ringtones and sports updates among other services.

According to Dinesh Subramaniam, senior manager of communications for Nokia, collaborations with local partners such as agricultural boards, meteorological departments and educational boards have helped create the hyper-local information needed for the service to run.

What did not work? What were the challenges?: 

One of the biggest challenges facing the program is the initial collection of data; creating specifically targeted information for different regions takes time and manpower, which limits the speed with which the program can be rolled out to new countries.

Abstract: 

Can price information improve the functioning of rural markets in ways that benefit farmers? Beginning in October 2000, a private company established internet kiosks and warehouses that provide wholesale price information and an alternative marketing channel to soybean farmers in the central Indian state of Madhya Pradesh. Using a new market-level dataset with spatial geo-coded information, the estimates suggest a significant increase in the monthly wholesale market price of soybeans after the introduction of kiosks, lending support to the predictions of the theoretical model. Moreover, there is a robust increase in area under soy cultivation. The results suggest that information can enhance the functioning of rural markets by increasing the competitiveness of local buyers.

Abstract: 

Uganda has experienced a rapid increase of area covered by mobile phone service. As the information flow increases due to the mobile phone coverage expansion, the cost in crop marketing is expected to decrease, particularly more so for perishable crops, such as bananas, in remote areas. The article uses panel data of 856 households in 94 communities, where the number of the communities covered by the mobile phone network increased from 41 to 87 communities over a two-year period between the first and second surveys in 2003 and 2005, respectively.

The authors find that the proportion of the banana farmers who sold banana increased from 50 to 69 percent in the communities more than 20 miles away from district centers after the expansion of the mobile phone coverage. For maize, which is another staple but less perishable crop, the authors find that mobile phone coverage did not affect market participation. These results suggest that mobile phone coverage expansion induces market participation of farmers who are located in remote areas and produce perishable crop.

Abstract: 

The authors explore the impact of access to information on poor farmers' consumption. The analysis combines spatially coded data on mobile phone coverage with household panel data on farmers from some of the poorest areas of the Philippines.

Both the ordinary least squares and instrumental variable estimates indicate that purchasing a mobile phone has a large, positive impact on the household-level growth rate of per capita consumption. Estimates range from 11 to 17 percent, depending on the sample and the specification chosen.

The authors perform a range of reliability tests, the results of which all suggest that the instruments are valid. They also present evidence consistent with the argument that easier access to information allows farmers to strike better price deals within their existing trading relationships and to make better choices in terms of where they choose to sell their goods.

Abstract: 

Due partly to costly information, price dispersion across markets is common in developed and
developing countries. Between 2001 and 2006, cell phone service was phased in throughout Niger, providing an alternative and cheaper search technology to grain traders and other market actors. We construct a novel theoretical model of sequential search, in which traders engage in optimal search for the maximum sales price, net transport costs. 

The model predicts that cell phones will increase traders’ reservation sales prices and the number of markets over which they search, leading to a reduction in price dispersion across markets.  To test the predictions of the theoretical model, we usea unique market and trader dataset from Niger that combines data on prices, transport costs, rainfall and grain production with cell phone access and trader behavior.  We first exploit the quasi-experimental nature of cell phone coverage to estimate the impact of the staggered introduction of information technology on market performance. 

The results provide evidence that cell phones reduce grain price dispersion across markets by a minimum of 6.4 percent and reduce intra-annual price variation by 10 percent.  Cell phones have a greater impact on price dispersion for market pairs that are farther away, and for those with lower road quality. This effect becomes larger as a higher percentage of markets have cell phone coverage.  We provide empirical evidence in support of specific mechanisms that partially explain the impact of cell phones on market performance. 

Robustness checks suggest that the results are not driven by selection on unobservables, nor are they solely a result of general equilibrium effects.  Calculations of the four-firm concentration index suggest that the grain market structure is competitive, so the observed reductions in price dispersion are not due to greater market collusion.  The primary mechanism by which cell phones affect market-level outcomes appears to be a reduction in search costs, as grain traders operating in markets with cell phone coverage search over a greater number of markets and sell in more markets.  The results suggest that cell phones improved consumer and trader welfare in Niger, perhaps averting an even worse outcome during the 2005 food crisis.

The proposed commercial system will collect up-to-date market information (via cell phone or computer) fed into a database managed on a SMS Server, which would then be accessible to clients requesting price information for agricultural products via text messaging.

Abstract: 

With globalization, small rural producers must compete in a competitive economic market. Due to their small size and limited financial capacity, they face significant challenges in doing so. We discuss the design and evaluation of two mobile phone based tools to help small producers achieve economies of scale and a quality premium.

These tools were developed using CAM, a camera-based mobile phone application framework specifically designed for the rural developing world. CAM DPS (Delivery Processing System) efficiently captures transactions between producers and cooperatives, in order to monitor remote inventory levels, and document the price paid to the producer. CAM RANDI (Representation AND Inspection tool) allows local inspectors to digitally capture the condition of farm parcels, using a combination of paper, text, audio and images. Using this data, rural producer cooperatives can improve their efficiency and monitoring, and ensure conformance with quality and certification standards. A preliminary evaluation suggests that these applications are accessible to target users and will serve a significant need.

Social software - email, blogs, wikis, forums, and social networks - has revolutionized how people learn and share expertise on the web, but the Internet and its associated access technologies (broadband connectivity, PCs) are out of reach for much of rural India. Even if Internet-connected PCs were available, widespread usage is constrained by language and literacy barriers. But while computers are unaffordable or unfamiliar to rural communities, mobile phones are not.

Brief description of the project: 

Avaaj Otalo is a "voice-based community forum" that connects farmers in Gujarat, India to relevant and timely agricultural information over the phone. Farmers call up a phone number, and then navigate through audio prompted menus to ask questions, listen to answers to similar questions, and listen to archives of a popular radio program for Gujarati farmers. The number farmers can call is toll-free.

Target audience: 

Farmers in Gujarat, India. Current pilot is focused on 80 farmers, but expanding to include 50,000 farmers all throughout Gujarat.

What worked well? : 

First and foremost, Avaaj Otalo has extended a one-way radio broadcast program into a community forum, where users can input questions, and even answer questions from others. DSC records its radio broadcasts offline and sends it to the radio station for broadcast, so a way to input questions was not available before Avaaj Otalo.

Avaaj Otalo's audio portal started with a lot of content--DSC's radio broadcast archives. Neil Patel, developer for Avaaj Otalo thinks this was crucial in building user base, as it provided useful information for initial information--and bootstrapped the availability of informative content on the portal. Being tightly coupled with a radio broadcast also means that as Avaaj Otalo expands, it will have a readily available mouthpiece and advertisement mechanism to grow its user base.

The idea of the community audio forum was also well-liked by farmers. While they often wanted their questions answered by authoritative sources (NGO workers), they liked listening to the questions that other farmers had, and suggestions from these farmers even if the credibility could not automatically be established.

What did not work? What were the challenges?: 

The pilot has gone well. As Avaaj Otalo expands, here are the challenges that will be have to overcome:

  • Cost. The service is currently toll-free, and DSC pays for all use of the system. As the system grows, however, this is likely to get expensive and unmaintainable. Moreover, demand is bound to change when cost is introduced. So DSC needs to find an appropriate way to distribute costs among farmers, the telecommunications operators, and itself to achieve sustainability.
  • There is also a question of usability as the system and the amount of content grows. As more and more farmers call in, it might become challenging for an individual farmer to listen to his/her question’s answer—he/she would have to wait through all the questions that have been asked more recently—and to find questions that pertain to his locality and growing patterns. Information will need to be categorized and presented in some organized manner.
