Abstract: 

 This paper is a collection of five ethnographic reports examining the role of ICT in Uganda. The first is not particulalrly mobile focused and looks at how those who have access to internet in Uganda use it. The second report is about the ways ICT is changing print media. The third report focuses on the the opportunities ICT present for civil society and non-governmental groups. The next report outlines the way the ICT sector in Uganda was developed. The last report examines ways that ICT may be used in government accountability.

In the Spirit of FailFaire: Maji Matone. Time to Embrace Failure, Learn, and Move On

Editors Note:  We started Failfaire almost two years ago to create a space where it was ok to be honest in our field of "tech for social change," and admit that many projects that we all undertake do not succeed.  Today is yet another Failfaire here in New York where practitioners come together to discuss how and why our projects failed.  We will be writing about this tomorrow to give you more on the #fails presented, but in the meantime were absolutely astounded today to see the following blog post from Daraja about their Maji Matone project. It takes guts (and foresight) to admit so publicly that this project has not succeeded. We wrote about Maji Matone here before. The project was designed to provide local accountability for water services by way of local, grassroots monitoring via SMS. The post below was oroginally published on Daraja's blog here and is reposted here with Daraja's gracious permission.  We are grateful for the post, and for the honesty.  

Maji Matone hasn't delivered. Time to embrace failure, learn, and move on 

It is no secret that Daraja's Maji Matone programme has not lived up to expectations. In particular, despite considerable resources spent on promotional work - printing and distributing posters and leaflets, as well as extensive broadcasts on local radio - we haven't had the response from the community that we had hoped for.  A six month pilot in three districts resulted in only 53 SMS messages received and forwarded to district water departments (compared to an initial target of 3,000). So we've made a decision - to embrace failure, learn and share lessons from the experience, and to fundamentally redesign the programme.

Admitting failure in this way is easy to support in theory, but much harder to do in practice. It may be accepted practice in the for-profit world, but it's uncomfortable for a donor-dependent NGO. Would it be easier to continue half-heartedly with a programme that isn't working or close it down quietly and hope that nobody notices? Of course it would. But those approaches would not benefit anyone, wasting money and missing out on valuable opportunities to learn. So we're taking a different tack, embracing and publicising our failures, and trying to make sure we (and others) learn as much as possible from the experience

Abstract: 

A number of countries recently experienced protests organized by citizens that were in pursuit of accountability and openness from government.  It was witnessed that social media played a highly important role in those events; among others, continuously providing updated information, establishing human networks, forming opinions, mobilizing people, and taking concerted actions.

Of course, social media is not the sole reason that made the events happen.  However, it can be at least said that the general public were encouraged to move into the actions for their enhanced well-being.  From a broader perspective, those occurrences also showcase that Information & Communications Technologies (ICTs) can help enhance social development among people.

This short note seeks to develop analysis on the role of social media in social development, in the wake of the increasing diffusion of mobile phone Internet access.

Abstract: 

As internet and mobile phone use increases, technology is transforming the field of transparency and accountability making it an increasingly dynamic space across the globe. Technology is helping to improve citizen participation in decision-making and producing new ways of identifying public service challenges through processes such as ‘data mashing’.

This paper documents current trends in the way technology is being used to promote transparency in different parts of the world. It reviews over 100 projects from across Africa, Asia, Europe and Latin America, examining how new technologies are re-energising traditional methods. In particular, it focuses on how these new technologies are helping to engage different actors from citizens, media, authorities and the private sector.

Our research finds promising success stories alongside less accomplished examples. The authors argue that a key element of successful technology use in transparency and accountability efforts is their speed – both in execution and in stimulating change. Well-designed efforts produced relevant and usable information that can be used to demand accountability quickly. Technology for transparency and accountability tools need not be sophisticated, but it does need intelligent design that is relevant to the local context. Projects also have a better chance of effectively producing change when they take a collaborative approach, sometimes involving government.

A recent radio poll at Sanyu FM in Kampala, Uganda, asked listeners what area of service delivery should be a priority: healthcare, education, security, sanitation, or transport. Using a new tool, TRAC FM, the station was able to solicit comments via SMS from listeners, discuss the issue on the air, and create and post online visualizations of the responses. The station received 103 SMS responses which showed that healthcare was the major concern for listeners, which accounted for 65% of responses.

With help from Text to Change and in partnership with local media organizations, TRAC FM provides citizens in Uganda with a platform to monitor, scrutinize, and discuss public service issues via SMS, radio, and online data visualizations. It does this via the TRAC FM software, a tool for Ugandan radio stations that is partially built on RapidSMS, an open source platform originally developed by UNICEF.

What worked well? : 

The TRAC FM software levarages local languages well. It also uses a multi-platform approach (radio, mobile/SMS, and online) to engage a wide array of people. The software is flexible -- it can be adapted to fit into the existing programming at a station. Recognition functionality helps automate and ensure that most responses are accounted for. 

What did not work? What were the challenges?: 

Dijkstra said that one of the biggest challenges thus far has been streamlining the process with different parties involved in the process of running a poll.


Bribespot: Reporting Corruption Via Mobile App and Map

Bribespot is a mobile app for Android that allows people to submit reports of corruption and bribes. People can also submit reports on a website and instances are plotted on a map using Google maps API. 

In March 2011, Artas Bartas and a team of people from Estonia, Finland, and Lithuania developed the app at Garage48, an event where participants try to pitch and develop an app within 48 hours. Bartas is familiar with issues of corruption; prior to Bribespot, he worked for the UN development program coordinating anti-corruption projects. And, unfortunately, there is demand for an app like Bribespot.

The app has been downloaded 600 times. On the site, about 700 total reports have been submitted and visualized, from around the world.

Abstract: 

The World Wide Web and the movement for transparency and accountability in government have grown up together over the past two decades, though often in parallel, and with little research evaluating the role and potential of online technologies to bring about greater transparency, accountability and civic engagement. This report is the culmination of four months of research examining the objectives, challenges, successes and effects of online technology projects that aim to promote transparency, political accountability and civic engagement in Latin America, Sub-Saharan Africa, Southeast Asia, South Asia, China and Central & Eastern Europe.

A team of eight regional researchers documented a total of 37 case studies of relevant technology projects. Though this report contains only executive summaries of each case study, full interviews including audio podcasts and related documents, are available on our website.1 In addition to the in-depth case studies, we have also documented over 30 project listings, which provide basic descriptive information and context about related projects. This report is structured in three sections.

The introduction examines the differing aspects between traditional watchdog journalism and online media that rely on raw data sources, often directly from government websites. The introduction also aims to contextualize the benefits of transparency, accountability and civic engagement from a grassroots, networked perspective.

The second section of the report consists of regional overviews authored by each of our eight researchers. These overviews document the history of the good governance movement in each region, the role of technology in promoting transparency and accountability, and summaries of the case studies they documented. The concluding section groups case studies thematically in order draw out trends, conclusions and recommendations that apply across a number of projects.

The Health Impact Fund (HIF) is a proposal designed to incentivize pharmaceutical innovation by rewarding the development of new medicines in proportion to their health impact. The health care sector is plagued by wastage and poor governance, especially in developing countries. The MHIF system is a mobile payment and data collection system designed to enhance transparency and accountability, whilst improving the quality of data available for impact assessment. It also provides a platform for reporting misuse and abuse. The system is designed to mitigate some of the deployment challenges of the HIF and to act as a springboard for further expansion into broader mobile health (MHealth) solutions.

Abstract: 

Presented here is an overview of the operational needs of NGOs and CBOs and the role information systems can play to increase their accountability and efficiency. Information systems need to fit the diverse operational needs of NGOs and CBOs, which include coordinating activities, training and monitoring staff, documenting results, accounting, reporting, decision making and learning, acquiring external information and encouraging community participation.

Unfortunately, there are gaps in information systems that impede the ability of NGOs to embrace ICT. To name a few, the lack of open, accessible, cross-platform mobile development tools, limited opportunities and resources provided to local small software companies to engage with NGOs, and the lack of long distance networking technologies to reach remote locations.

Two examples of technologies that were applied successfully are shared: Self Help MIS, an application to monitor activities of small microfinance organizations and credit groups and DigitalICS, an application for data collection used by agricultural cooperatives.  The author stresses that ICTs should be viewed as a tool to allow local change agents to be more effective and accountable and shows how computing is able to support local organizations by inspiring innovation, implementation and dissemination of projects, and measuring impact.

Abstract: 

The Management of the Emergency Capacity Building Project called for a final evaluation of the Project funded by the Bill & Melinda Gates Foundation and Microsoft Corporation to assess progress towards its stated goal and outcomes “to improve the speed, quality and effectiveness of the humanitarian community in saving lives, improving welfare and protecting the rights of people in emergencies.” The main objective of the evaluation is to review progress towards project objectives and goals, to inform future endeavors, and to learn. The primary users of the Final Evaluation are the Senior Managers at the IWG agencies, the Interagency Working Group Emergency Directors, project donors, the Bill & Melinda Gates Foundation and Microsoft Corporation, as well as agency staff working on the project. The evaluation used a mixed methods approach, including interviewing individuals, holding focus group discussions with most agencies, and conducting two field surveys, one to partner organizations and one to field staff. A limitation to the evaluation was less than full access to field perspectives due to time/resource constraints and the practical inability to contact all the key staff and partners, as well as non-IWG contacts involved in the project – there simply were more than time permitted (over 500 persons). However, 93 agency staff, partners and non-IWG agencies and individuals were interviewed or surveyed. Because of the complexity of the project, evaluators were given a greater page limit to address all the points in the Terms of Reference.


Mobile Activism In African Elections: A Paper and a Missed Opportunity

I have been meaning for a while to respond to a paper Rebekah Heacock, a graduate student at Columbia, wrote last year. Hancock describes in Mobile Activism in African Elections (PDF) three recent elections in Kenya, Nigeria, and Sierra Leone, and how mobile technology was used for both crowd-sourced and systematic election monitoring.

She poses that: 

The proliferation of mobile phones in Africa is transforming the political and social landscape of the developing world, empowering people to source and share their own information and to have a greater say in what comes to international attention. This paper compares the use and impact of mobile technology in three recent African elections: Nigeria, Sierra Leone and Kenya.
