Earthquake in Haiti: How You can Help and Learn More

Relief efforts are ongoing after a powerful 7.0 earthquake that struck Haiti yesterday. Mobile phones play a huge part in relief efforts today, from supporting donations, citizen media coming from affected areas, to emergency relief coordination. Here are some links and information you might find useful in responding to and learning more about the Haiti earthquakes.  

Mobile Donations

Text message donations are exploding in the aftermath of the earthquake, similar to what happened in 2004 after the Indonesian Tsunami. $9 million has already been donated by noon on Friday January 15 just to the Red Cross via the 90999 number.

A list of all short codes to text to to donate on your phone bill in the United States:

  • Text HAITI to 90999 to donate $10 to the Red Cross for Haiti efforts. You can donate $10 up to three times, and 100% of the donations will reach the Red Cross Foundation. This effort is run by Mobile Accord.
  • Text YELE to 501501 to donate $5 to the Wyclef Jean's Yele Haiti Foundation. 501501 is run by Give On the Go, a service provider for the Mobile Giving Foundation. Ashley Nay, who is in Business Development at Give On the Go told MobileActive on the phone that "100% of the donations go to YELE" from these donations.
  • Text HAITI to 25383 to donate $5 to International Rescue Committee.
  • Text RELIEF to 30644 to get automatically connected to Catholic Relief Services and donate money with your credit card.
  • Text CERF to 90999 to donate $5 to The United Nations Foundation.

Ongoing Communications Efforts

[Update, as of 01/15/2010, ~1:30pm]

  • A good source for ongoing communication information is the Ushahidi Situation Room. We reported about the Ushahidi map for Haiti (Ushahidi is a mapping platform for crowdsourced crisis information) earlier, and it is being actively updated by the situation room setup at Tufts' Fletcher School. The Ushahidi blog also lists many of the other map-based information collection systems that have been set up.
  • This morning, Erik Hersman posted a mobile network update (01/15/2010, 10:03am) on the Situation Room page saying "Digicel is at 50% Voila & Haitel at 75%." USA Today reported yesterday that Jamaica-based Digicel has had problems getting themselves into Haiti, and that "the network is severely congested 'because of the number of people making calls and trying to receive calls.'"
  • A story on MSNBC from yesterday details some of TSF's work in Haiti. From the article:

Telecoms Sans Frontieres is hooking up terminals to facilitate communications for U.N. relief workers in Haiti, and will eventually let Haitians make free two-minute phone calls to anywhere in the world. The group's U.S. representative, Paul Margie, said the biggest challenge isn't technology but security. "The security and logistics situation on the ground is pretty bad, so finding secure locations to do these things is hard," he told me.

  • We are hearing that Digicel, one of the main mobile operators, is intermittently working as of right now, and satellite telephone services has allowed many first-responders and witnesses to report via skype on the devastation in Haiti. Digicel has also committed $5 million for relief efforts. [WSJ]
  • Telecoms Sans Frontiers is deploying a team for support with emergency telecoms.  You can donate to their efforts at this page. From the article:

Port-au-Prince has been severely affected including critical services such as, electricity, water and phone lines. Communication appears to be almost impossible at this time, with phone lines down. Numerous buildings, including the United Nations building, are reported to have been seriously damaged.

Facing this humanitarian catastrophe, TSF has deployed an emergency team from the American base in Managua to provide a vital support in emergency telecoms. They are carrying satellite mobile and fixed telecommunications tools. Reinforcements will also be sent from TSF’s international Headquarters. In close contact with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the European Commission’s Humanitarian Aid Department (ECHO), they are now flying to Saint-Domingue in order to rejoin Port-au-Prince as soon as possible.

At this stage there is very limited access because of debris and other obstacles on the roads. It seems that no communication can be made with the airport either, which is reported to be closed.

This report tackles ICT4D under three key headings: information, communication and participation. While not ignoring negatives, the report primarily explores, through the lens of Cambridge activities in ICT4D, the positive impacts and ongoing challenges of ICT4D: its ability to provide access to valuable information, to create meaningful two-way dialogues, to reach remote and excluded communities, and to empower the excluded to participate in their own development and societies.



There are still significant barriers preventing people in the Global South from accessing ICTs. But with the ongoing, rapid growth in mobile phone use and network connectivity across the world, the parameters are changing. We need to keep adapting to this environment in order to succeed. We must also ensure that the poorest and most disadvantaged are not left behind.



We have also seen challenges and progress that still need to be made in harnessing ICTs to achieve positive and lasting development outcomes. Technology can only ever be one ingredient in this process, but it can be a potent one. A key strength of ICT4D lies in the potential for participation, especially as technologies become more and more interactive.

It also hopes both to accentuate the Technology Partnership’s many positive results while providing a sense of self-reflection that might benefit other potential partnerships.
Over half a decade of experimentation, the Technology Partnership encountered many challenges and saw a variety of outcomes – some successful, others less so. Some of those outcomes might have been improved by different design, but many were also an unavoidable consequence of a complex world of many players and the fast rate of
technological change.

What emerges clearly, however, is a moment of extraordinary and continued opportunity in which both the humanism of the UN and the action-oriented culture of the private sector will be essential. The potential of this cross-sector collaboration is demonstrated by the work of the UN Foundation and Vodafone Foundation. Public-private alliances of this kind require sacrifice and hard work but promise a significant boost to global efforts to improve human wellbeing.

The use of mobile and wireless technologies to support the achievement of health objectives (mHealth) has the potential to transform the face of health service delivery across the globe. A powerful combination of factors is driving this change. These include rapid advances in mobile technologies and applications, a rise in new opportunities for the integration of mobile health into existing eHealth services, and the continued growth in coverage of mobile cellular networks.

According to the International Telecommunication Union (ITU), there are now over 5 billion wireless subscribers; over 70% of them reside in low- and middleincome countries. The GSM Association reports commercial wireless signals cover over 85% of the world’s population, extending far beyond the reach of the electrical grid.

For the first time the World Health Organization’s (WHO) Global Observatory for eHealth (GOe) has sought to determine the status of mHealth in Member States; its 2009 global survey contained a section specifically devoted to mHealth. Completed by 114 Member States, the survey documented for analysis four aspects of mHealth: adoption of initiatives, types of initiatives, status of evaluation, and barriers to implementation. Fourteen categories of mHealth services were surveyed: health call centres, emergency toll-free telephone services, managing emergencies and disasters, mobile telemedicine, appointment reminders, community mobilization and health promotion, treatment compliance, mobile patient records, information access, patient monitoring, health surveys and data collection, surveillance, health awareness raising, and decision support systems.

 


The Mobile Minute: Facebook Targets Feature Phones, Mobile Donations to Japan, and Smartphone Security

Today's Mobile Minute brings you coverage on smartphone security and malware, the struggle for mobile money systems in Africa to reach the level of M-PESA in Kenya, Facebook's move toward feature phones, the success of messaging-specific feature phones, and a guide to mobile donations for Japan.

  • After more than 50 Android apps were discovered to be carrying malware in early March, the BBC took a look at mobile security. From the risks involved in keeping a lot of personal data on mobiles to ways in which malware can be used to manipulate phones, the article explores the need for mobile security around smartphone applications.
  • In Africa, mobile banking has certainly garnered a lot of publicity and press. But All Africa looks at some of the drawbacks of mobile banking in specific countries where mobile banking systems are active; specifically, the article focuses on the "walled garden" system which makes it expensive to transfer funds between different mobile operators (sometimes with fees from five to 20 percent higher than a transfer between two users on the same mobile operator).
  • Facebook recently bought Snaptu, a company that develops applications for feature phones. Snaptu developed Facebook's first feature phone app, and Facebook has now reportedly acquired the company for close to $70 million dollars. The purchase could indicate that Facebook plans to focus on reaching non-smartphone users around the world.
  • Cellular-News reports that by 2015, messaging-specific feature phones will grow to encompass 1/3 of all shipped feature phones. Feature phones make up 75% of the handset market, and feature phones that are optimized for messaging services (such as "SMS, MMS, mobile email, and mobile IM") are expected to increase in popularity.

The recent increase in natural disasters has a significant impact on the lives and livelihoods of the poor in Asia. The spread of information communication technologies (ICTs) in this region’s rural areas suggests the potential of technologies to enhance recovery efforts. While many ICT initiatives have been implemented to aid disaster management, from providing early warning to immediate relief, there exists a gap in the theoretical understanding of the role of technologies in disaster recovery and rehabilitation.

We propose a conceptual framework for understanding the implementation of ICTs in recovery operations, drawing attention to vulnerability reducing potential of the initiatives. We review theories on ICT use in disaster management, and propose the Extended Technology-Community-Management model focusing on vulnerability assessment for the design and implementation of ICT programs for development in rural areas. We illustrate this model using case studies from ICT deployments in post-disaster Asia, particularly India, Indonesia, Sri Lanka and China, and suggest implications for theory and practice.


Mapping Snow Via Mobile Phone

The radio station WNYC is creating on-air and online stories from two things very familiar to people in the Northeastern United States: mobile phones and snow. A snowstorm over the holidays was the heaviest December snowfall in six decades and dumped up to 20 inches in many parts of New York City. The story quickly became one of snow removal and how the city was not removing the snow as quickly as people had hoped.

Jim Colgan and the WNYC newsroom wanted to get a sense of what was happening on the streets. Problem was, there was no good or easy way to do this. The station couldn’t rely on the city for real-time information, and reporters couldn’t get to many of the areas. The answer was to have the listeners share their own reports and stories, via mobile phone.

This analysis focuses on SMS as a means to contact 9-1-1 emergency services, with a goal to provide a view of the capabilities, limitations, threats and vulnerabilities of this means of communications. There are millions of SMS messages sent each day and there is a perception that SMS is reliable; however, SMS was never designed as a reliable means for life-saving critical communications. SMS was designed to be secondary to voice calls and was never designed to provide the full and robust communications citizens have come to expect with voice calls. SMS has significant limitations and shortcomings that do not make SMS suitable for emergency communications, especially under life threatening conditions. In conclusion, there are significant limitations inherent in the design of the current Short Message Services which make it impractical to be used for emergency service. However, the industry is fully aware that it is important to address the requirements for people with disabilities as soon as possible. To that end, it is recommended that techniques which are readily available today, such as silent 9-1-1 calls, along with accelerating research and development into emerging technologies such as TTY Emulation, be undertaken while the next generation systems are being designed.

Abstract: 

Still in its infancy, mHealth, the use of mobile technologies for health, runs the risk of not realizing its full potential due to small-scale implementations and pilot projects with limited reach. To help shed light on these issues, the mHealth Alliance commissioned an in-depth exploration of the policy barriers and research gaps facing mHealth. The review identified significant gaps in mHealth knowledge stemming from the limited scale and scope of mHealth implementation and evaluation, a policy environment that does not link health objectives and related metrics to available mHealth tools and systems, and little investment in cost-benefit studies to assess mHealth value and health outcomes research to assess success factors and weed out poor investments.

As illustrated throughout the literature, the current single-solution focus of mHealth needs to be replaced by using mHealth as an extension and integrator of underlying health information systems along the continuum of care. Creating a strong collaborative foundation will be instrumental in driving and positioning public and private investment in mHealth in a way that contributes to achieving improved access to health information and services, health outcomes, and efficiencies.

Within such structured paradigms, planning for infrastructure investment and human resources capacity strengthening and identifying public and private stakeholders within the ecosystem to take leadership for the development, testing, implementation, and evaluation of mHealth activities can be appropriately mapped and planned and mHealth services more effectively extended to support the health of citizens and the work of health professionals and administrators.


Lessons from Haiti

A new report from the Knight Foundation analyzes how new technologies were used to aid in the recovery of the earthquake in Haiti. The report -- Media, Information Systems and Communities: Lessons from Haiti -- suggests that the events mark "the beginning of a new culture in disaster relief" in which new and hybrid technologies, including mobile phones, are used to support rescue and relief efforts.

The report mentions a numnber of uses of mobile technology, including:

  • Interactive maps and SMS helped search-and-rescue teams find people in need of supplies
  • SMS messages broadcast critical information to Haitians
  • Hybrid approaches in which mobile technology was used in conjunction with radio

“If all You Have is a Hammer” - How Useful is Humanitarian Crowdsourcing?

Editor’s NoteUrban Search and Rescue Team, with assistance from U.S. military personnel, coordinate plans before a search and rescue mission: In this article, guest contributor Paul Currion looks at the potential for crowdsourcing data during large-scale humanitarian emergencies, as part of our "Deconstructing Mobile" series. Paul is an aid worker who has been working on the use of ICTs in large-scale emergencies for the last 10 years.  He asks whether crowdsourcing adds significant value to responding to humanitarian emergencies, arguing that merely increasing the quantity of information in the wake of a large-scale emergency may be counterproductive. Instead, the humanitarian community needs clearly defined information that can help in making critical decisions in mounting their programmes in order to save lives and restore livelihoods. By taking a close look at the data collected via Ushahidi in the wake of the Haiti earthquake, he concludes that crowdsourced data from affected communities may not be useful for supporting the response to a large-scale disaster.

1. The Rise of Crowdsourcing in Emergencies

Ushahidi, the software platform for mapping incidents submitted by the crowd via SMS, email, Twitter or the web, has generated so many column inches of news coverage that the average person could be mistaken for thinking that it now plays a central role in coordinating crisis responses around the globe. At least this is what some articles say, such as Technology Review's profile of David Kobia, Director of Technology Development for Ushahidi.  For most people, both inside and outside the sector, who lack the expertise to dig any deeper, column inches translate into credibility. If everybody's talking about Ushahidi, it must be doing a great job – right?

Maybe.

Ushahidi is the result of three important trends:

  1. Increased availability and utility of spatial data;
  2. Rapid growth of communication infrastructure, particularly mobile telephony; and
  3. Convergence of networks based on that infrastructure on Internet access.

Given those trends, projects like Ushahidi may be inevitable rather than unexpected, but inevitability doesn't give us any indication of how effective these projects are. Big claims are made about the way in which crowdsourcing is changing the way in which business is done in other sectors, and now attention has turned to the humanitarian sector. John Della Volpe's short article in the Huffington Post is an example of such claims:

"If a handful of social entrepreneurs from Kenya could create an open-source "social mapping" platform that successfully tracks and sheds light on violence in Kenya, earthquake response in Chile and Haiti, and the oil spill in the Gulf -- what else can we use it for?"

The key word in that sentence is “successfully”. There isn’t any evidence that Ushahidi “successfully” carried out these functions in these situations; only that an instance of the Ushahidi platform was set up. This is an extremely low bar to clear to achieve “success”, like claiming that a new business was successful because it had set up a website.  There has lately been an unfounded belief that the transformative effects of the latest technology are positively inevitable and inevitably positive, simply by virtue of this technology’s existence.

2. What does Successful Crowdsourcing Look Like?

To be fair, it's hard to know what would constitute “success” for crowdsourcing in emergencies. In the case of Ushahidi, we could look at how many reports are posted on any given instance – but that record is disappointing, and the number of submissions for each Ushahidi instance is exceedingly small in comparison to the size of the affected population – including Haiti, where Ushahidi received the most public praise for its contribution.

In any case, the number of reports posted is not in itself a useful measure of impact, since those reports might consist of recycled UN situation reports and links to the Washington Post's “Your Earthquake Photos” feature.  What we need to know is whether the service had a significant positive impact in helping communities affected by disaster.  This is difficult to measure, even for experienced aid agencies whose work provides direct help.  Perhaps the best we can do is ask a simple question: if the system worked exactly as promised, what added value would it deliver?

In the context of the rapid growth of mobile phone penetration in developing countries, mobile telephony is currently considered to be particularly important for development. Yet, until recently, very little systematic evidence was available that shed light on the developmental impacts of mobile telecommunication. The Information and Communication Technology for Development (ICT4D) program of the International Development Research Centre (IDRC), Canada, has played a critical role in filling some of the research gaps through its partnerships with several key actors in this area.

The objective of this paper is to evaluate the case of mobile phones as a tool in solving development problems drawing from the evidence of IDRC supported projects. IDRC has supported around 20 projects that cut across several themes such as livelihoods, poverty reduction, health, education, the environment and disasters. The projects will be analyzed by theme in order to provide a thematic overview as well as a comparative analysis of the development role of mobile phones. In exploring the evidence from completed projects as well as the foci of new projects, the paper summarizes and critically assesses the key findings and suggests possible avenues for future research.

Abstract: 

This White Paper, written by a team of researchers at the Center for Global Health and Economic Development at the Earth Institute, Columbia University, examines and synthesizes the existing mHealth literature to assess the current state of mHealth knowledge, evaluate the impact of mHealth implementations in LMICs and to examine programming, policy and research-related barriers to and gaps in mHealth scale and sustainability.

The paper is divided into two main sections. The first section reviews and summarizes the peer-reviewed literature on mHealth initiatives (focus on LMICS) to highlight trends and challenges. The second section examines the existing mHealth policy environment, barriers and gaps, and key drivers needed for an enabling policy environment.

The major thematic areas include:

  • Treatment Compliance
  • Data Collection and Disease Surveillance
  • Health Information Systems and Point of Care Support
  • Health Promotion and Disease Prevention
  • Emergency Medical Response

The review identified significant gaps in mHealth knowledge stemming from the limited scale and scope of mHealth implementation and evaluation, a policy environment that does not link health objectives and related metrics to available mHealth tools and systems, and little investment in cost-benefit studies to assess mHealth value and health outcomes research to assess success factors and weed out poor investments.

Crowdsourcing, simply referring to the act of outsourcing a task to the crowd, is one of the most important trends revolutionizing the internet and the mobile market at present. This paper is an attempt to understand the dynamic and innovative discipline of crowdsourcing by developing a critical success factor model for it. The critical success factor model is based on the case study analysis of the mobile phone based crowdsourcing initiatives in Africa and the available literature on outsourcing, crowdsourcing and technology adoption. What prevents humanitarian non-government organizations (NGOs) from adopting technology that can potentially improve their operations and response time? Global Relief Technologies, a producer of handheld data collection devices, asked a New York University Capstone Team to research the barriers to NGO PDA adoption. The Capstone Team conducted 17 interviews with nine organizations, from animal welfare to humanitarian relief, to discover the financial, technical, and institutional barriers preventing groups from implementing technology into their field programs. The Team also conducted two case studies of groups currently using PDA technology, one domestic and one international, to explore in depth the factors that went into the decision making processes these groups followed in their technology acquisition decisions.

Abstract: 

This article seeks to explore the influence of the mobile phone on the public sphere, in particular with regard to its effect on news agendas, gatekeepers and primary definers. Using the examples of the Chinese SARS outbreak (2003), the south-east Asian tsunami (December 2004), and the London bombings (July 2005), the author questions the extent to which the mobile phone is challenging conventional and official sources of information.

At times of national and personal calamity, mobile phone is used to document and report events from eyewitnesses and those closely involved. Using multimedia messages (MMS) or text messages (SMS) to communities of friends and families, as well as audio phone calls, mobile phone users may precede and scoop official sources and thwart censorship and news blackouts. They can also provide valuable evidence of what actually occurred. Users are able to take pictures and short films and transmit these rapidly to others along with reports of what is happening where they are; they are also able to access other media broadcasts and the internet. They are what have become known as `citizen journalists'.

The evidence suggests that mobile phone usage is contributing to the public sphere and in some instances is circumventing official repression or inadequate information. There is also an indication that the `mobcam' is capturing images that would otherwise be lost. However, the mainstream media has been quick to take advantage of this citizen journalism and mediate it within its own parameters.

I arrived in Niger three months ago to help the Concern Worldwide country team scale up and roll out an emergency program to respond to the emerging food crisis.  It’s hard to say when exactly this shifted from an “impending crisis” to a real humanitarian emergency, but we are there now. And we are putting every bit of the planning this team has done since December to the test. The official Food Security survey of April 2010 states that there are 7.1 million people facing hunger: 3.3 million of those are considered to be facing extremely food shortages and unable to feed their families’ without help.  Concern’s program is in Tahoua, the second worst affected part of the country.

Every day, we are working at maximum capacity on initiatives to prevent rates of malnutrition from reaching emergency thresholds.  We are distributing seed packs and fertilizer to help families plant crops in time for the next harvest; providing nutrition support to children under five, pregnant women and mothers; and are launching an innovative use of mobile phone technology (and manual transfers) to distribute emergency cash to the most vulnerable women. We have high hopes for this program—and we are starting to see its great potential. What we are doing sounds easy when I write it, but delivering aid in Niger is anything but easy.

Mobile Data for Early Warning

As we are completing an inventory of mobile date collection projects around the world that are focused on vulnerable populations and early warning, we've come across a few efforts that are worth highlighting. One is the SMS and PDA-based surveying of the World Food Programme (WFP).  WFP's food security monitoring systems are set up in many countries.  While some countries are still submitting paper records, there is a push to incorporate PDAs or SMS data transmission for faster and more reliable monitoring of food security.

The data collected includes both food security baseline data and food insecurity indicators. The bulk of WFP's data collected focuses on nutritional indicators, market prices, import, cross border trades, socioeconomic indicators, and health indicators. The UN agency is trialing both FrontlineSMS and RapidSMS, two mobile data collection software tools, in its current projects, as well as PDAs but is likely going to standardize its operations using one of the two with some custom gateway software.

In the process of collecting data, WFP always collaborates with governments and other UN partners. WFP staff are involved with the supervision, training and coordination but but the people who conduct interviews and collect the data are usually government staff, university students, or NGO workers As one WFP staffer noted, "We have huge armies of data collectors."

The scope of the work is accordingly large. Some of the efforts cover an entire country. In Senegal, for example, WFP has 250 numerators covering the country – 22 teams of 11 people each who are collecting data for six weeks, visiting 2,000 villages.

In the days following the devastating earthquake in Haiti in early January 2010, aid workers arrived on the island to offer medical and technical support. With the capital, Port-au-Prince, suffering the brunt of the destruction, transporting supplies and people over destroyed roads proved difficult. Communications technologies, in an immediate post-disaster environment, are critical for aid workers to coordinate relief supplies and to deliver post-disaster care.

In this how-to, we test out two systems for SMS incident mapping: Ushahidi and Managing News. Incident mapping is a simple but powerful concept that does what it says - using SMS to report a given incidence and mapping the data geographically. It has been used in various scenarios ranging from reports from natural disasters to tracking violent crime, citizen reporting in elections.

Ushahidi, a platform for map and time-based visualizations of text reports, has been used most prominently in crisis mapping. The first instance of Ushahidi tracked the post-election violence in Kenya in 2007, closely followed by an instance covering outbreaks of xenophobic violence in South Africa in early 2008. Following the Haiti earthquake in early 2010, an Ushahidi deployment at Tufts University provided a platform for aggregating, translating and disseminating incident reports and requests for assistance. Ushahidi is an open-source  PHP/Javascript platform.
