Abstract: 

A number of countries recently experienced protests organized by citizens that were in pursuit of accountability and openness from government.  It was witnessed that social media played a highly important role in those events; among others, continuously providing updated information, establishing human networks, forming opinions, mobilizing people, and taking concerted actions.

Of course, social media is not the sole reason that made the events happen.  However, it can be at least said that the general public were encouraged to move into the actions for their enhanced well-being.  From a broader perspective, those occurrences also showcase that Information & Communications Technologies (ICTs) can help enhance social development among people.

This short note seeks to develop analysis on the role of social media in social development, in the wake of the increasing diffusion of mobile phone Internet access.

Abstract: 

Mobile telephony has diffused more rapidly than any Indian technology in recent memory, yet systematic studies of its impact are rare, focusing on technological rather than social change. We employ network surveys of separate groups of Kerala residents in 2002 and again in 2007 to examine recent shifts in mobile usage patterns and social relationships.

Results show (1) near saturation of mobiles among both the professionals and nonprofessionals sampled, (2) a decrease in the number of social linkages across tie types and physical locations, and (3) a shift towards friends and family but away from work relationships in the core networks of Malayalis.

We interpret these findings as support for the bounded solidarity thesis of remote communication that emphasizes social insulation and network closure as mobiles shield individuals from their wider surroundings.

Abstract: 

Fueled by renewed enthusiasm about the potential of new information and communication technologies (ICTs) for development, non-governmental organizations (NGOs) are implementing ambitious projects with mobile technology components in the developing world in a phenomenon commonly referred to as “Mobiles-for-development” or “M4D.”

 

A participatory approach that responds to the needs and realities of local communities is widely recognized as a necessary component of a successful M4D intervention. However, project failure-especially in sub-Saharan Africa- remains the norm, pointing towards the need for more thorough enumeration of best practices and more rigorous impact evaluation on the part of field-based practitioners. This thesis calls for greater attention to be given to the role of human capacity, which is a precondition for participation in M4D interventions but which also tends to be deficient in rural, poor communities. A greater focus on capacity would entail both assessing capacity- in terms of physical resources and human capabilities- at the local level and including capacity-building in project activities when necessary.

 

This study employs the human development and capabilities approach and the case study and participant observation methods to examine the efforts of the American NGO Tostan to integrate mobile technology into its non-formal education and empowerment program in rural Senegal. The findings of this study underscore the decisive role played by local capacity and intent and by effective, locally based intermediary organizations, conceptualized in this paper as grassroots support organizations (GSOs), that support the acquisition of the human capabilities needed to harness the empowering potential of mobile technology and other ICTs.

FrontlineSMS is a software platform that enables structured communication via text messaging, using only a computer and a mobile phone or GSM (Global System for Mobile) modem. The platform enables two-way messaging between users and groups of people via mobile networks without the need for an Internet connection.

The purpose of this guide is to provide users with a framework to understand, analyze, and address the vulnerabilities, risks and threats that can affect the integrity of the information communicated through the FrontlineSMS platform. That said, mobile networks are inherently insecure and end users are only able to mitigate, as opposed to prevent, a significant number of the possible threats to data integrity. While there are a large number of ways that user information can be lost, altered, stolen, changed, or read by third parties, this guide focuses on the ways that users experience information corruption and steps that they can take to mitigate individual threats. This guide is intended to be a useful resource and framework, but is not intended to be comprehensive or prescriptive.

Users and potential users have different needs for protecting sensitive information. The goal of this guide is to outline the actions that can be taken to mitigate the risks posed by information being lost, changed or read by unauthorized third parties. However, it is important to recognize that FrontlineSMS may not be an appropriate tool to use in some environments where data integrity needs go beyond the capabilities of the platform and SMS itself, and that incautious use may put the organization, program and users at risk.

FrontlineSMS does not define the exact details of how users should deploy the software or address issues of data integrity. Users should evaluate their individual program goals, standards, and operating context to decide on the steps that should be taken to protect the integrity of their information

Abstract: 

Deploying and evaluating a new technology is a major challenge in ICTD research. Introducing new technologies can be hampered by a lack of cultural insight, poor or delayed feedback, and limited evaluation procedures, among other factors. 

This short paper offers a model for introducing technology in developing regions that mitigates these factors. We call these steps the “Huzzah method,” inspired by a quotation that rightly derides technology that is introduced from afar and poorly evaluated.

The paper also includes selected portions from other work on Tangaza, whose design, implementation, and analysis followed the Huzzah method.

Abstract: 

This paper presents an empirical assessment of the impact of information and communication  technologies (ICTs) on political development in sub-Saharan Africa. The analysis, based on the  Mo Ibrahim indicators of democracy in Africa for 2008, reveals a close alignment between ICTs in Sub-Saharan Africa and democratization – or political development broadly defined.

Our examination of the data demonstrates that elevated levels of phone, computer, and Internet  diffusion are associated with political development, although only the effect of the phone remains once other variables are specified. The phone is the most robust of all individual factors explaining variations in political development.   This may be explained by the fact that all strata of society can use cell phones, while the Internet is primarily used by the elite.

Service providers periodically publish different tariff offers with the objective of both customer acquisition and customer retention. Transparency in the provision of telecommunication services and tariff offers has always been and continues to be of prime concern to the Authority. TRAI has in the past taken several steps to enhance transparency in tariff offers.

Abstract: 

This paper uses data from nationally representative household survey conducted in 17 African countries to analyse mobile adoption and usage. This paper shows that countries differ in their levels of ICT adoption and usage and also in  factors that influence adoption and  usage. Income and education vastly enhances mobile adoption but gender, age and membership in social networks have little impact. Income is the main explanatory variable for usage. In terms of mobile expenditure the study also finds linkages to fixed-line, work and public phone usages. These linkages need however be explored in more detail in future. Mobile expenditure is inelastic with respect to income, ie the share of mobile expenditure of individual income increases less than 1% for each 1% increase in income. This indicates that people with higher income spend  a smaller proportion of their income on mobile expenditure compared to those with less income. 

The study provides tools to identify policy intervention to improve ICT take up and usage and define universal service obligations based on income and monthly usage costs. It help to put a number to what can be expected from lower access and usage costs in terms of market volume and number of new subscribers. Linking this to other economic data such as national household income and expenditure surveys and GDP calculation would allow to forecast the economic and social impact of policy interventions. Concrete recommendations are being made for policy interventions and regulatory measures to decrease access and usage costs.

It also hopes both to accentuate the Technology Partnership’s many positive results while providing a sense of self-reflection that might benefit other potential partnerships.
Over half a decade of experimentation, the Technology Partnership encountered many challenges and saw a variety of outcomes – some successful, others less so. Some of those outcomes might have been improved by different design, but many were also an unavoidable consequence of a complex world of many players and the fast rate of
technological change.

What emerges clearly, however, is a moment of extraordinary and continued opportunity in which both the humanism of the UN and the action-oriented culture of the private sector will be essential. The potential of this cross-sector collaboration is demonstrated by the work of the UN Foundation and Vodafone Foundation. Public-private alliances of this kind require sacrifice and hard work but promise a significant boost to global efforts to improve human wellbeing.

Lessons from Haiti

A new report from the Knight Foundation analyzes how new technologies were used to aid in the recovery of the earthquake in Haiti. The report -- Media, Information Systems and Communities: Lessons from Haiti -- suggests that the events mark "the beginning of a new culture in disaster relief" in which new and hybrid technologies, including mobile phones, are used to support rescue and relief efforts.

The report mentions a numnber of uses of mobile technology, including:

  • Interactive maps and SMS helped search-and-rescue teams find people in need of supplies
  • SMS messages broadcast critical information to Haitians
  • Hybrid approaches in which mobile technology was used in conjunction with radio

This paper examines the use of mobile phones, particularly the short messaging system or SMS, in promoting democratic governance - organizing institutional frameworks to achieve democratic ideals. The objective of this paper is to document how mobile phones is being used to promote popular participation in Philippine politics.

The paper looks into the various SMS-based services that enhance citizen participation. Specifically, SMS services that provides the following were examined: 1) Provision of Public Information; 2) Delivery of Public Service; 3) Amplifying Voice; 4) Vigilantism. 5) Elections and 6) Mass Action and 7) Developing Political Accounts.

Previous studies of SMS in government show that over half of Philippine government agencies use SMS-based services. Most of these national government agencies use SMS as a mechanism for providing information and receiving feedback. In a few instances SMS is used to enhance the delivery of public services.

The notable examples of SMS-based services that provide information are the Department of Agriculture’s Presyo and Panahon Text and the Department of Trade and Industry’s TextDTI. The PAYBIR is an SMS-based service that allows citizens to pay taxes through their cell phones. The Office of the President’s TXTGMA and the office of Marikina Mayor’s TXTMCF elicit complaints, comments and suggestions from constituents. These two are examples of SMS-based services that amplify the citizens’ voice. On the other hand, the DILG’s Patrol 117 is an example of a government service that promotes citizen participation in crime prevention.

The role of SMS in elections as well as its role in mobilizing political action is also discussed. Examples of how text messaging was used as the medium for organizing rallies, spreading information, and stating political positions were given. The discussion on how SMS help develop political account or interpretation of current events was considered through an analysis of political jokes spread through SMS.

While the focus of the paper was on how SMS is being deployed to promote citizen participation, it was noted that SMS is also used in anti or counter-democratic projects.

In sum, this paper documents the role played by SMS in the overall effort at creating an effective set of rules for managing voluntary political exchanges in the Philippines.

Research has shown that traditional Internet has not been successful in alleviating social exclusion in developing country. Since a significant number of the population in developing countries use mobile phones, others have suggested that mobile internet may be the solution to the problem. However, to date there has not been empirical studies in developing countries to explore that possibility. This study aims therefore to explore whether the mobile Internet may be a viable option for addressing social exclusion in a developing country context. Data for the study was gathered using semi-structured interviews with socially excluded individuals and the data was analysed using thematic analysis. The findings of the study show that usage of mobile internet amongst the socially excluded is low mainly because internet-capable cell phones are still beyond the reach of the socially excluded and because of limited awareness of what mobile internet is and what it can achieve. The study also shows that while mobile internet has significant impact in addressing exclusion from social participation, its impact on economic as well political dimensions of exclusions is still limited.

This working paper is part of a series examining how the Internet influences democracy. This report is a narrative case study that examines the role of the Internet and mobile phones during Ukraine's 2004 Orange Revolution. The first section describes the online citizen journalists who reported many stories left untouched by "self-censored" mainstream journalists. The second section investigates the use of digital networked technologies by pro-democracy organizers. This case study concludes with the statement that the Internet and mobile phones made a wide range of activities easier, however the Orange Revolution was largely made possible by savvy activists and journalists wililng to take risks to improve their country.

Abstract: 

Written largely through the lens of rich nations, scholars have developed theories about how digital technology affects democracy. However, primarily due to a paucity of evidence, these theories have excluded the experience of Sub-Saharan Africa, where meaningful access to digital tools is only beginning to emerge, but where the struggles between failed state and functioning democracy are profound. Using the lens of the 2007–2008 Kenyan presidential election crisis, this case study illustrates how digitally networked technologies, specifically mobile phones and the Internet, were a catalyst to both predatory behavior such as ethnic-based mob violence and to civic behavior such as citizen journalism and human rights campaigns.

The paper concludes with the notion that while digital tools can help promote transparency and keep perpetrators from facing impunity, they can also increase the ease of promoting hate speech and ethnic divisions.

This article explores the practice of ‘‘beeping’’ or ‘‘missed calling’’ between mobile phone users, or calling a number and hanging up before the mobile’s owner can pick up the call. Most beeps are requests to call back immediately, but they can also send a prenegotiated instrumental message such as ‘‘pick me up now’’ or a relational sign, such as ‘‘I’m thinking of you.’’ The practice itself is old, with roots in landline behaviors, but it has grown tremendously, particularly in the developing world.

Based on interviews with small business owners and university students in Rwanda, the article identifies three kinds of beeps (callback, pre-negotiated instrumental, and relational) and the norms governing their use. It then assesses the significance of the practice using adaptive structuration theory. In concluding, the article contrasts beeping with SMS/text messaging, discusses its implications for increasing access to telecommunications services, and suggests paths for future research.

Based on two experiences using mobile phones in Africa to address women’s rights and social development, the author tries to understand whether mobile technology will bring social progress to the economically poor of Africa.

The author first examines mobile phone use in the campaign for the Protocol on the Rights of Women in Africa, adopted by the African Union (AU)in 2003 and in need of ratification by 15 countries. The technical barriers to message transmission in the campaign and the message spamming that it attracted inhibited the success of this particular application of mobile technology but did not reduce the campaign effectiveness because the uniqueness of the cell phone campaign strategy drew a large amount of publicity for ratification.

In the second example, the UmNyango Project intended to promote and protect the rights of rural women in the province of KwaZulu Natal (KZN), South Africa, from domestic violence against women and landlessness amongst women. The project created "an SMS gateway through which messages could be distributed to all those enrolled in the project, and it enabled every individual to send messages to the organisers and to the local paralegal officers where they needed assistance with regard to any incidence of violence or threat to their access to land....In practice, the project found SMS to be prohibitively expensive, despite the fact that some level of subsidy was provided by the project towards the cost of SMS." The author states that, "Mobile phones, after all the hype, are like pencils, tools for communication.... Like all technologies, tools do not themselves do anything." He uses the example of SMS hate mail messages to support the position that effects of technology result from the underlying values and morals of its developers, not from the tools themselves, and concludes: "In capitalist societies, all technologies have the potential for magnifying and amplifying social differentiation. It is only through the imposition of the democratic will of citizens can this inherent tendency of technologies be overcome."

Writing for a new media review is like writing history as events unfold. In a short time, this article will be out of date and perhaps no more than a few personal 2.0 snapshots taken of a slice of our lives circa 2009. Nevertheless, it is useful to draw a clear picture of how this medium is being used today, to define some of its emerging social properties, and to document and pay closer attention to its influence on our daily experiences and self-mediations. By self-mediations I refer to how each one of us decides his or her digital imprint: what we post online, whether they are videos, photographs, CVs, and the like. Due to the enormous quantity of content produced by users – now usually called prosumers – we should pay close attention to these
doings.

My focus will be on how camera phones affect how news is created and shared, reminding us of how closely the concept of ‘newsworthiness’ is linked to immediacy. Then I will briefly compare the camera phone video experience to the cinematic experience and discuss how film narrative and conventions have affected camera use for better or for worse. Finally, I will pose some open questions that touch on the academic and social value of the camera phone images, and on how contextualising them remains a crucial ingredient in all analysis. I will conclude by considering the visual impact that this handheld object is having on our lives and relationships.

Abstract: 

This study reports results of an ethnographic action research study, exploring mobile-centric internet use. Over the course of 13 weeks, eight women, each a member of a livelihoods collective in urban Cape Town, South Africa, received training to make use of the data (internet) features on the phones they already owned. None of the women had previous exposure to PCs or the internet. Activities focused on social networking, entertainment, information search, and, in particular, job searches. Results of the exercise reveal both the promise of, and barriers to, mobile internet use by a potentially large community of first-time, mobilecentric users. Discussion focuses on the importance of selfexpression and identity management in the refinement of online and offline presences, and considers these forces relative to issues of gender and socioeconomic status.

Abstract: 

The same technologies that groups of ordinary citizens are using to write operating systems and encyclopedias are fostering a quiet revolution in another area - social activism. On websites such as Avaaz.org and Wikipedia, citizens are forming groups to report on human rights violations and organize email writing campaigns, activities formerly the prerogative of professionals. This article considers whether the participatory potential of technology can be used to mobilize ordinary citizens in the work of human rights advocacy.

Existing online advocacy efforts reveal a de facto inverse relationship between broad mobilization and deep participation. Large groups mobilize many individuals, but each of those individuals has only a limited ability to participate in decisions about the group’s goals or methods. Thus, although we currently have the tools necessary for individuals to engage in advocacy without the need for professional organizations, we are still far from realizing an ideal of fully decentralized, user-generated activism.

Drawing on the insights of network theory, the article proposes a model of “networked activism” that would help ensure both deep participation and broad mobilization by encouraging the formation of highly participatory small groups while providing opportunities for those small groups to connect with one another. Drawing on a series of interviews with human rights and other civil society organizations, the article recommends specific design elements that might foster a model of networked activism. The article concludes that although online activism is unlikely to replace some of the functions served by human rights organizations, efforts to create synergies between traditional and online efforts have the potential to provide avenues for real, meaningful, and effective citizen participation in human rights advocacy.

Abstract: 

This study explores how news journalists' working conditions are changing in an African developing country due to the growth in information communication technologies (ICTs). The special focus is set on news journalists' use of mobile technology because the rate of mobile penetration in to Africa is so significant these years that the region is actually driving the mobile market’s growth worldwide with a teledensity of over 50%. Although mobile technology has been in the Africa continent for almost two decades it is only within the last two to five years that people have made regular use of these technologies due to recent improvements in accessibility and cost-efficiency.

Interviews with several Kenyan news journalists and other media actors conducted in January and February 2010 were used as the prime empirical data in the study. Thus, to the extent that mobile technology has an effect on the journalistic working process, the following problem statement and research questions served as a guide for this study and were answered in the analysis that drew upon the theoretical framework of journalistic working processes, gatekeeping theory, disruptive technologies, and ICT for development (ICT4D):

•    PS: How do Kenyan news journalists use mobile phones in their work?
•    RQ1: In which ways does mobile technology affect the journalistic working process?
•    RQ2: How does mobile technology affect public interaction with the news media?

The findings suggest that Kenyan news journalists use mobile technology in several ways in their work: they set up interview appointments by calling their sources; they conduct telephone interviews; they record interviews using the mobile phone’s microphone which is particularly useful in conflict-sensitive reporting; they send Internet links to their sources whom can read the online news from their mobile phone’s browser. The consequences of journalists’ use of mobile phones are, for instance, that in the past two to five years mobile technology has linked journalists with sources from Kenya's remote areas and enabled the news media to publish reliable stories which would have been difficult to verify a few years ago. Also, the Kenyan public has gained easy access to the news media, for example by participating in radio call-in shows and the information they provide is sometimes researched by journalists and turned into news stories. The traditional gatekeeper role of the press has changed to fact controller, and it is likely that the public's knowledge contribution can help to promote democracy in the country.
