Mobiles: The Hub of a Global Information Society

A new report from the Center for International Media Assistance (CIMA) at the National Endowment for Democracy  “examines questions about how a global information society might look with mobile media devices at its hub.” The report, News on the Go: How Mobile Devices Are Changing the World's Information Ecosystem, is available for download here.

According to the report, at the end of 2010, more than 4 billion people paid for mobile serivce. By the end of this year, about 5 billion mobile phones will be in service in a world with 7 billion people. The report suggests that the implications of so many people having access to phones are many: for politics, for education, for economies, for civil society, and for news and information. 

While it offers several examples of mobile case studies in these various issue areas, the report focuses primarily on the growth of mobile Internet, and, hence, high-end smart phones over basic feature phones.

At MobileActive.org and on the Mobile Media Toolkit, we write often about the role of and potential for the basic feature phone. The CIMA report takes the stance that while 5 billion people will have access to mobile phones, by the end of this year “virtually every phone sold” will be a more high-end device.

Abstract: 

This study explored the use of mobile phones among young adults in India. The study used the theoretical frameworks of uses and gratifications approach from media studies, socialcognitive domain theory from human development literature and social construction of technology (SCOT) from Science and Technology studies. The main objective of the study was to examine the use of mobile phones to fulfill communication, media and age-related needs by young people in India and to investigate regional and gender differences.

The study was conducted in two phases using a mixed-methods approach. In the first phase, in-depth interviews were conducted with 30 college-going young adults (18 – 24 years) in Mumbai and Kanpur in December 2007 and January 2008. In the second phase, a survey was conducted with 400 college-going young adults (18 – 24 years) in Mumbai and Kanpur.

The qualitative analysis of the data showed that young people in both the cities used cell phones for a variety of communication, news and entertainment needs. Additionally, they considered cell phones as personal items and used them to store private content, maintain privacy and have private conversations. Further, the analysis showed that they used cell phones to negotiate independence from parents and to maintain friendships and create friendships with members of opposite sex.

The quantitative analysis of the data revealed that young people in the two cities used cell phones differently due to the differences in their lifestyles and socio-cultural factors. Additionally, the study found there were only a few gender differences in the use of cell phones by young people, mainly in the use of cell phones for entertainment purposes, negotiation of independence from parents and in forming friendships with members of opposite sex. Finally, the study concluded that young people in India mainly use cell phones for private communication and needs.

Abstract: 

The number of mobile subscribers globally is estimated to have reached four billion in 2008 (ITU, 2008), with mobile penetration reaching 61%. Around 58% of subscribers are in developing countries, and subscriber growth in Africa – more than 50% per year – is the highest in the world. Studies have shown that this rapid increase in mobile penetration has contributed significantly to economic growth. Fuss, Meschi and Waverman (2005) looked at 92 countries, both developed and developing, to estimate the impact of mobile phones on economic growth for the period 1980 to 2003. They found that a 10% difference in mobile penetration levels over the entire sample period implies a 0.6% difference in growth rates between otherwise identical developing nations. The effect of mobiles was twice as large in developing countries as in developed ones (Waverman, 2005).

Mobile phones have brought three kinds of benefits (id21, 2007). First, incremental benefits, improving what people already do – offering them faster and cheaper communication, often substituting for costly and risky journeys. Fishermen in India, for example, can earn more money and waste less fish by phoning coastal markets to see which market has a shortage of supply. Second, transformational benefits that offer something new. Innovative applications, such as m-banking and m-commerce, are bringing banking services to millions for the first time, and enabling people to use mobile phones to pay for goods and services. Third, production benefits that result from the creation of new livelihoods, not only through professional telecommunications jobs but also through activities like re-selling air-time or phone cards. Since the liberalisation of Nigeria’s telecommunications sector in 2000, the industry has become a key source of new jobs in the economy, employing about 5,500 professionals, and responsible, indirectly, for another 450,000 jobs.

The number of women in Tostan villages that have abandoned the practice of female genital cutting is powerful testimony of the organization's impact. The tradition is centuries old. “Since 1997, 3,792 communities in Senegal, 364 in Guinea, and 23 in Burkina Faso, as well as villages from three other African countries, have joined other women [who have participated in Tostan's basic education program] in abandoning this harmful practice,” notes the Tostan website.

This 16-page policy briefing from the BBC World Trust Service analyses the role of the media in the Kenyan [January 2008] post-election violence. It is designed to enable an understanding of what has happened in Kenya in the belief that these issues have important policy implications and consequences in many countries. It situates its analysis within debates on democratic governance and poverty in order to contribute to a process of extracting lessons from the crisis. The briefing examines political polarity in the media and its function as a political tool. It discusses the inciting of violence and the role of the local language or vernacular media, as well as the media's role in calming the violence. "The role of the media in Kenya's violence has ...raised questions of whether media can be too free in fragile states such as Kenya....[The] briefing argues that the role of the local language media during the crisis was the product of a chaotic regulatory policy and the lack of training - especially of talk show hosts, whose programmes provided the platform for most of the hate speech....It argues that many local language radio [stations] played a role in calming tensions as well as inflaming them, and could be a powerful mechanism for reconciliation."
