Reports from Sudan: Sudan Radio Service's Use of Mobile

From January 9th to January 15th, Southern Sudan held a referendum to decide if the region should become independent from North. Although results have not yet officially been announced, estimates indicate that the referendum will pass with an overwhelming number of pro-independence votes. During this time, keeping citizens informed of new developments is crucial, and one of the best ways to reach large numbers of people is through the radio. The Sudan Radio Service, which has been operating since 2006, recently began incorporating mobile technology into its work to both monitor the reach of its broadcasts and to solicit reader feedback.

Abstract: 

The paper describes a collection of initiatives delivering support via mobile phones to small enterprises, small farms, and the self-employed. Using a review of 26 examples of such services currently operational in Africa, the analysis identifies five functions of mobile livelihood services: Mediated Agricultural Extension, Market Information, Virtual Marketplaces, Financial Services, and Direct Livelihood Support. It discusses the current reliance of such systems on the SMS channel, and considers their role in supporting vs. transforming existing market structures.

Abstract: 

Although para-social workers carry the primary responsibility in providing essential services to the growing population of orphans and vulnerable children in Tanzania, they are often not paid for this work. Moreover, these para-social workers are unable to access governmental resources due to the lack of an efficient means of reporting their needs to relevant government officials in a timely manner.

In this paper we describe a text message (SMS) based solution that harnesses the prevalence of mobile phones coupled with several Open Source tools to empower these para-social workers. Specifically, we build a more efficient mechanism for reporting summary data on orphans and vulnerable children to relevant government officials in a cost-effective and efficient manner. This paper reports on our needs assessment process, reviews the related work, describes the implementation and testing of our prototype solution, and concludes with a discussion of relevant future work.


Lessons from Haiti

A new report from the Knight Foundation analyzes how new technologies were used to aid in the recovery of the earthquake in Haiti. The report -- Media, Information Systems and Communities: Lessons from Haiti -- suggests that the events mark "the beginning of a new culture in disaster relief" in which new and hybrid technologies, including mobile phones, are used to support rescue and relief efforts.

The report mentions a numnber of uses of mobile technology, including:

  • Interactive maps and SMS helped search-and-rescue teams find people in need of supplies
  • SMS messages broadcast critical information to Haitians
  • Hybrid approaches in which mobile technology was used in conjunction with radio

RFE/RLIn Afghanistan, Radio Free Europe/Radio Liberty (RFE/RL) is three months into an interactive SMS service that allows listeners to access content and participate in the program via mobile phone.

Through the interactive SMS service, Radio Azadi is now able to both send and receive SMS messages from subscribers. As a news organization, the main goal of RFE/RL is reaching an audience. “We want to make sure our content is available on whatever platform Afghans want to consume it on,” Julian Knapp of RFE/RL said. The service allows listeners to become texters, and people around the country have sent in messages to the radio station, to the tune of about 200 messages per day.

Because it is a straightforward service that has been implemented by the mobile provider for other projects, there were no significant technical problems. Currently, only Etisalat subscribers can sign up for the service.

Several months ago, MobileActive.org partnered with UN Global Pulse to implement a mobile phone survey across multiple countries including Uganda, India, Mexico, Ukraine and Iraq, as part of a two-part project on mobile data collection.

UN Global Pulse was interested in gaining a preliminary understanding of how vulnerable populations deal with and describe (in their own words) the ongoing impacts of the global economic crisis.

As part of a pilot project in Uganda, Refugees United is using mobile tools to help connect refugees who have been displaced by war, persecution, and natural disasters. Refugees United is a Danish NGO that designed and runs a web-based program to help people directly reconnect with missing loved ones. For the mobile pilot, it is working in conjunction with the UN High Commissioner for Refugees (UNHCR), mobile phone maker Ericsson, MTN, a mobile telecommunications company in Africa and specifically MTN Uganda, as well as other partner organizations on the ground.

From Citizen Reporting to Media Conversation: How an Afghan News Agency Retools Mobile Technology

In Afghanistan, a documentary media company and an independent news agency have teamed up to integrate mobile phones and SMS into news reports. From election day text messages to stories of homemade airplanes, one news agency shows how a willingness to adapt mobile platforms to the landscape can contribute to a successful intersection of technology and media.

Small World News is a documentary and new media company that provides tools to journalists and citizens around the world to tell stories about their lives. Pajhwok Afghan News is an independent news agency headquartered in Kabul with eight regional bureaus and a nationwide network of reporters delivering stories in Dari, Pashto, and English. Together, the two launched Alive in Afghanistan, a website originally meant to showcase reports from the 2009 election in Afghanistan.

Tanzania MOH and donors introduced reporting requirements for PMTCT (preventing mother-to-child transmission of HIV/AIDS) facilities to submit monthly reports to the district and regional levels for progam monitoring and decision making. Futures Group is responsible for collecting reports from PMTCT facilities across four regions. Sites are remote and there is no Internet, and no computers.

To meet the technical and budgetary challenges we developed IQSMS, an open source, freely available SMS reporting tool monitoring and evaluation data collection, to enable facilites to report on PMTCT indicators. IQSMS is used to track program activities at PMTCT sites in rural Tanzania using basic SMS mobile phone technology.

For the period from Jan –Dec 2009, 9867 total reports were submitted and 9400 reports were successfully validated. As the project takes advantage of mobile phones already owned by health workers, the  training requirements are relatively low.

Since the devastating earthquake in Haiti in January, thousands of internally displaced persons are living in camps, where it is often not easy to report incidences of violence. An ongoing project from Survivors Connect uses mobile phones to support camp managers and community leaders to protect women and encourage people to report incidences. The project, called Ayiti SMS SOS -- Ayiti comes from the Creole word for Haiti -- allows individuals to submit reports via SMS.

Survivors Connect is an organization that works to enhance anti-trafficking movements around the world through the use of new media and connective technology. Survivors Connect partners with grassroots organizations to incorporate new technology to help improve on-the-ground efforts toward protection, prosecution, and prevention.

One inherent challenge to the Ayiti SMS SOS project is the sensitive nature of the reports, which has an impact on how certain technologies are used. Another challenge is cost: Survivors Connect could not subsidize the cost of the SMS messages, so costs (1 gourde per message, the standard SMS rate in Haiti) are passed on the user.

Abstract: 

In the context of the rapid growth of mobile phone penetration in developing countries, mobile telephony is currently considered to be particularly important for development. Yet, until recently, very little systematic evidence was available that shed light on the developmental impacts of mobile telecommunication. The Information and Communication Technology for Development (ICT4D) program of the International Development Research Centre (IDRC), Canada, has played a critical role in filling some of the research gaps through its partnerships with several key actors in this area.

The objective of this paper is to evaluate the case of mobile phones as a tool in solving development problems drawing from the evidence of IDRC supported projects. IDRC has supported around 20 projects that cut across several themes such as livelihoods, poverty reduction, health, education, the environment and disasters. The projects will be analyzed by theme in order to provide a thematic overview as well as a comparative analysis of the development role of mobile phones. In exploring the evidence from completed projects as well as the foci of new projects, the paper summarizes and critically assesses the key findings and suggests possible avenues for future research.

Abstract: 

Population growth, economic development and ineffective development policies place the Philippine environment and its natural resources and biodiversity under serious risk. Increased levels of air and water pollution in urban areas, deforestation, soil erosion, coral reef degradation as well as increasing pollution of coastal mangrove swamps important for breeding fish, are some of the threats mentioned by the Philippines Environment Monitor 2004. The situation is made worse by ineffective environmental laws and policies, rapid urbanization, expansion of resource-based markets and the growing apathy of its populace to environmental safeguarding. Environmental degradation is a common global problem, but strategies to halt it must be contextually specific if they are to be effective.

This paper explores how the telecommunications sector, and in particular mobile telephony, offers tools that may be used successfully for environmental action in the Philippines. Our research has indicated the ubiquity of mobile phones in the Philippines; they are convenient, relatively inexpensive, easy to acquire, and can send and receive text messages. For these reasons, using the SMS technology is an ideal and accessible way for the public to take action as well as increase their awareness of environmental issues.

Abstract: 

Growth in mobile phone penetration has created new opportunities to reach and improve care to underserved, at-risk populations including those with tuberculosis (TB) or HIV/AIDS.

This paper summarizes a proof-of-concept pilot designed to provide remote Mobile Direct Observation of Treatment (MDOT) for TB patients. The MDOT model combines Clinic with Community DOT through the use of mobile phone video capture and transmission, alleviating the travel burden for patients and health professionals.

Three healthcare professionals along with 13 patients and their treatment supporters were recruited from the Mbagathi District Hospital in Nairobi, Kenya. Treatment supporters were asked to take daily videos of the patient swallowing their medications. Patients submitted the videos for review by the health professionals and were asked to view motivational and educational TB text (SMS) and video health messages. Surveys were conducted at intake, 15 days, and 30 days. Data were collected in 2008 and analyzed in 2009

All three health professionals and 11 patients completed the trial. All agreed that MDOT was a viable option, and eight patients preferred MDOT to clinic DOT or DOT through visiting Community Health Workers.

MDOT is technically feasible. Both patients and health professionals appear empowered by the ability to communicate with each other and appear receptive to remote MDOT and health messaging over mobile. Further research should be conducted to evaluate whether MDOT (1) improves medication adherence, (2) is cost effective, and (3) can be used to improve treatment compliance for other diseases such as AIDS.

Brief description of the project: 

The mobile layaway service allows small-scale farmers to make incremental payments over a mobile phone by leveraging M-PESA, a mobile banking platform that is popular in Kenya and elsewhere. Farmers work toward the purchase of KickStart irrigation pumps.

Target audience: 

The target audience of the KickStart mobile layaway service is small-scale famers who wish to purchase an irrigation pump but have difficulty in gathering the total purchase cost at one time. Farmers must also have access to a mobile phone and be registered M-PESA users.

The mobile layaway service is successful in it’s approach: it offers a formalized service by building upon something done informally and it leverages a trusted brand that users have access to and are comfortable with.

What did not work? What were the challenges?: 

Though the USB modem and text message interface alleviates the need to administer data via a handset, the process still requires significant manual input. For the pilot, received payments come in automatically from the M-PESA admin tool, but on the back-end, an Excel spreadsheet is used to track customers and payments.

Abstract: 

This paper examines the use of mobile phones, particularly the short messaging system or SMS, in promoting democratic governance - organizing institutional frameworks to achieve democratic ideals. The objective of this paper is to document how mobile phones is being used to promote popular participation in Philippine politics.

The paper looks into the various SMS-based services that enhance citizen participation. Specifically, SMS services that provides the following were examined: 1) Provision of Public Information; 2) Delivery of Public Service; 3) Amplifying Voice; 4) Vigilantism. 5) Elections and 6) Mass Action and 7) Developing Political Accounts.

Previous studies of SMS in government show that over half of Philippine government agencies use SMS-based services. Most of these national government agencies use SMS as a mechanism for providing information and receiving feedback. In a few instances SMS is used to enhance the delivery of public services.

The notable examples of SMS-based services that provide information are the Department of Agriculture’s Presyo and Panahon Text and the Department of Trade and Industry’s TextDTI. The PAYBIR is an SMS-based service that allows citizens to pay taxes through their cell phones. The Office of the President’s TXTGMA and the office of Marikina Mayor’s TXTMCF elicit complaints, comments and suggestions from constituents. These two are examples of SMS-based services that amplify the citizens’ voice. On the other hand, the DILG’s Patrol 117 is an example of a government service that promotes citizen participation in crime prevention.

The role of SMS in elections as well as its role in mobilizing political action is also discussed. Examples of how text messaging was used as the medium for organizing rallies, spreading information, and stating political positions were given. The discussion on how SMS help develop political account or interpretation of current events was considered through an analysis of political jokes spread through SMS.

While the focus of the paper was on how SMS is being deployed to promote citizen participation, it was noted that SMS is also used in anti or counter-democratic projects.

In sum, this paper documents the role played by SMS in the overall effort at creating an effective set of rules for managing voluntary political exchanges in the Philippines.

If a large truck illegally barrels through a neighborhood and no reporters are around to see it, does it make the story? It does if local residents with mobile phones can text truck sightings to a local public radio station. This is the premise behind a new pilot project called “Sourcing through Texting” from a team at The Takeaway radio program. Sourcing through Texting provides a way to connect citizens with journalists via mobile phones.

The Takeaway is a radio program produced in New York City (a co-production of Public Radio International and public radio station WNYC in collaboration with the BBC World Service, The New York Times, and WGBH Boston) which can be heard live online or on the radio at about 60 stations in “Takeaway cities” across the U.S.

An experimental approach to the development of the project worked well. Such an approach allowed stakeholders to brainstorm, talk, and try out ideas.

What did not work? What were the challenges?: 

Challenges included: the best way to promote the service and the right level of interaction via texting. Adjusting to language and culture is another potential issue, as is cost. The 160-character limit of text messages may prevent users from submitting longer, more complete stories or sources of information. Local relevance is also needed for people to feel engaged.

We have been very keen on exposing the security issues related to mobile communications for activists in insecure environments. To that end we have, to date, produced a number of how-to guides that evaluate some of the tools available.

A little while ago, we added a matrix of available tools that compares existing applications for secure communications more systematically. So, here is the line-up of mobile security resources on MobileActive for easy reference:

Over 10,000 citizen reports relating to widespread flooding in Pakistan have been submitted across the spectrum of organizations using the SeenReport platform. The service allows anyone to create a profile and submit text, photos, and videos from a mobile phone for immediate publication on the Web.

The devastating floods in Pakistan have been covered by trained reporters and mainstream media outlets around the world. Citizens, often on the front lines of the flood, have also been contributing thousands of reports through mobile phones, in part enabled by the citizen journalism service SeenReport.

SeenReport (from “see ‘n report”) is a citizen journalism service through which users can submit photos, videos, and text accounts of news as it is happening via SMS, MMS, or e-mail. SeenReport won a 2010 mBillionth award, a first-ever contest which recognizes mobile content in South Asia. A YouTube video explains more about the service.

The SeenReport platform is designed to augment stories on online news sites. The platform has been purchased and customized by other media organizations in Pakistan, which helps to both promote citizen journalism in the country and to create a revenue stream for SeenReport.

SeenReport is highly customizable, which allows purchasers to adapt the service to their unique needs. It has received 500,000 reports across the spectrum of adopters.

What did not work? What were the challenges?: 

Funding is a challenge, though the monthly recurring license fee model for adopters is a significant source of revenue. At launch, there were technical issues because the initial response was beyond expectation. The SeenReport group had to scale the technology, rebuild it, and roll out additional features.
