Abstract: 

FrontlineSMS is a software platform that enables structured communication via text messaging, using only a computer and a mobile phone or GSM (Global System for Mobile) modem. The platform enables two-way messaging between users and groups of people via mobile networks without the need for an Internet connection.

The purpose of this guide is to provide users with a framework to understand, analyze, and address the vulnerabilities, risks and threats that can affect the integrity of the information communicated through the FrontlineSMS platform. That said, mobile networks are inherently insecure and end users are only able to mitigate, as opposed to prevent, a significant number of the possible threats to data integrity. While there are a large number of ways that user information can be lost, altered, stolen, changed, or read by third parties, this guide focuses on the ways that users experience information corruption and steps that they can take to mitigate individual threats. This guide is intended to be a useful resource and framework, but is not intended to be comprehensive or prescriptive.

Users and potential users have different needs for protecting sensitive information. The goal of this guide is to outline the actions that can be taken to mitigate the risks posed by information being lost, changed or read by unauthorized third parties. However, it is important to recognize that FrontlineSMS may not be an appropriate tool to use in some environments where data integrity needs go beyond the capabilities of the platform and SMS itself, and that incautious use may put the organization, program and users at risk.

FrontlineSMS does not define the exact details of how users should deploy the software or address issues of data integrity. Users should evaluate their individual program goals, standards, and operating context to decide on the steps that should be taken to protect the integrity of their information

Abstract: 

The mobile learning toolkit is the result of research into mobile phone use and user needs within the African context, however it has been developed for use in all developing contexts. It is intended as a “trainer’s toolkit” that can help deliver a wide range of training activities both inside and outside of the classroom.

 

The mobile learning toolkit is an open source resource that can be used in the delivery of all kinds of training in any context. It has been designed to be as inclusive as possible, with most of the methods requiring only low end devices (basic mobile phones with voice calling and SMS capability). In this way the toolkit can be used to deliver interactive learning experiences to participants right to the Base of the Pyramid (BoP).


The Mobile Minute: Why SMS Matters, Apple's Big Profits, and Mobile Video Apps

Today's Mobile Minute brings you news about Apple's profit share, the Atlantic Magazine's case for texting, the launch of free SMS in Zimbabwe, a look at how mobile device users choose video apps, and a report on malware in Android's marketplace.

  • PC Mag reports that Apple's iOS, despite being only 20% of the world's smartphone market, receives roughly two-thirds of mobile phone profits. The magazine breaks down the data in several charts, showing operating profits across quarters, and how operating shares have changed between 2007 and now (in Q2 2007,  Apple had 1% of the market and the most popular vendor, Nokia, had 55%; by Q2 2011, Apple has 66% of the market).
  • Curious about why SMS matters? Check out The Atlantic's "Why Texting is the Most Important Information Service in the World." The article pulls together a lot of statistics and real-world examples to demonstrate how SMS is used around the world. From government initiatives in the Philippines (the article reports "87 percent of Filipinos prefer communicating with the government via SMS, compared to 11 percent with an Internet-preference"), to mobile payments in Afghanistan, to agricultural info and help lines in Uganda, the piece looks at how SMS is changing the way people use their phones to interact with the world around them.
  • In other SMS news, the company Free SMS Zimbabwe has launched a new initiative that combines advertising with texting. Users of the service can send an SMS with a maximum of 100 characters and the other 60 will be an advertisement; users can send 100 character SMSs for free as the company subsidizes the cost through the ads.
  • When choosing mobile video apps, a Nielsen Wire survey reveals that the most important factor is "free/low subscription rates." Roughly 63% of respondents chose cost as a very important factor when choosing a mobile video application, more than other factors like video selection, presence of advertisements, or the ability to sync multiple devices.
  • The 2011 Mobile Threat Report, a new study from Lookout Mobile Security, found some big security threats to Android users. eWeek reports that "Android handset users are 2.5 times more likely to be affected by malware today than they were 6 months ago, as anywhere from 500,000 to 1 million users were impacted by malware on their smartphone or tablet computer."

Equal Access: Creating a Community Feedback Loop with Radio and Mobile Phones

We spoke with Prairie Summer and Graham Gardner of Equal Access to learn more about that organization’s work integrating educational radio broadcasts with mobile-based tools such as SMS and IVR. As they explain, this combination has enabled them to better tailor their message to their their audience and has allowed for a unique form of interactive communication.

Equal Access creates communications strategies and outreach that address the most critical challenges affecting people in the developing world. Their work has focused on communications around issues such as women and girls' rights, democracy and governance, and education.

Abstract: 

Deploying and evaluating a new technology is a major challenge in ICTD research. Introducing new technologies can be hampered by a lack of cultural insight, poor or delayed feedback, and limited evaluation procedures, among other factors. 

This short paper offers a model for introducing technology in developing regions that mitigates these factors. We call these steps the “Huzzah method,” inspired by a quotation that rightly derides technology that is introduced from afar and poorly evaluated.

The paper also includes selected portions from other work on Tangaza, whose design, implementation, and analysis followed the Huzzah method.

Service providers periodically publish different tariff offers with the objective of both customer acquisition and customer retention. Transparency in the provision of telecommunication services and tariff offers has always been and continues to be of prime concern to the Authority. TRAI has in the past taken several steps to enhance transparency in tariff offers.

The Authority, however, is receiving several complaints and representations from consumers and their representatives seeking further effective transparency measures. In view of the increased competition as well as the spread of telecom activity to rural areas, the relevance of having a more transparent regime for tariff offerings cannot be overemphasised.  At the same time, service providers and their associations have also raised certain concerns. Abstract: 

We argue that access to prepay data will be as essential to the widespread adoption and use of the mobile internet in developing countries as access to prepay airtime is/was to the adoption of the mobile telephone.  In late 2009, we conducted a desk assessment of the availability of pre-pay (payas-you-go) data from the major operators in 53 African countries. In 36 cases we were able to identify at least one operator in each country which offered pre-pay data, and in 3 cases we could determine that no prepay data was available.  

Information available from operators was vague, incomplete, and hard to obtain, suggesting a threshold in general awareness and enthusiasm on the part of operators may not yet have been crossed. We describe an ongoing follow-up “crowdsourcing” activity underway to fill in information from the remaining 14 countries, and suggest topics for further research, both on the demand and supply sides of the prepaid data equation.

Abstract: 

While mobile phones have found broad application in reporting health, financial, and environmental data, there has been little study of the possible errors incurred during mobile data collection. This paper provides the first (to our knowledge) quantitative evaluation of data entry accuracy on mobile phones in a resource-poor setting.

Via a study of 13 users in Gujarat, India, we evaluated three user interfaces: 1) electronic forms, containing numeric fields and multiple-choice menus, 2) SMS, where users enter delimited text messages according to printed cue cards, and 3) voice, where users call an operator and dictate the data in real-time. Our results indicate error rates (per datum entered) of 4.2% for electronic forms, 4.5% for SMS, and 0.45% for voice.

These results caused us to migrate our own initiative (a tuberculosis treatment program in rural India) from electronic forms to voice, in order to avoid errors on critical health data. While our study has some limitations, including varied backgrounds and training of participants, it suggests that some care is needed in deploying electronic interfaces in resource-poor settings. Further, it raises the possibility of using voice as a low-tech, high-accuracy, and cost-effective interface for mobile data collection.

Mobile coverage reaches over 90% of the world's population, but mobile services in traditionally rural, lower-income areas have lagged compared to opportunities in more urban areas. One company in India, Ekgaon, is tapping into the rural market by bringing financial, agricultural, and citizen-oriented mobile services to under-served regions. Vijay Pratap Singh Aditya, CEO of Ekgaon, explained to MobileActive.org how his company developed and evolved over the years. 

With a focus on under-served markets, Ekgaon partners with financial institutions, agricultural organizations, NGOs, and corporations to bring mobile services to those who need them. Users of the agricultural system receive personalized and customized soil nutrient management information and crop advice along with weather updates, market information, and alerts; users of the financial services use mobiles to manage savings, remittances, insurance, investments and mortgages; and citizen services allow users to monitor and report on the delivery of government programs.

The target audience for Ekgaon is two-fold: 1. Low-income mobile phone owners who live in rural areas in South Asia; 2. Companies, NGOs, and other organizations that would like to use mobile services in their work with rural populations.

  • Ekgaon also uses open-source solutions, and found that the open-source community has been a good resource for solving technology-related questions. 
What did not work? What were the challenges?: 

Ekgaon's main challenge are keeping costs low for their services, as their target audience is mostly poor, rural communities; since Ekgaon partners with other organizations in order to incorporate their tools into other programs, keeping costs down is a challenge.

Maji Matone: Using Mobiles For Local Accountability (and Flowing Water)

When it comes to water, every drop counts. When a local waterpoint malfunctions or dries up, it’s important to get the problem resolved as quickly as possible. That’s where Maji Matone, a water monitoring and civic participation project in Tanzania, comes in.

Run by Daraja, a Tanzania-based NGO, Maji Matone asks villagers to report outages in their water systems via SMS. Daraja employees read through the SMSs, then pass along the information to the local district engineer. The project is currently being piloted in three different districts. Each district has a local engineer responsible for the water infrastructure. If reports continue to come in and no action has been taken, Maji Matone turns to its media partners in order to publicize the lack of action.

This report draws on the experiences of projects using mobile phone-based information and communication technologies (ICT) applications in a number of situations, including mobile monitoring and evaluation, m-banking, community development, literacy, anti-corruption, agricultural extension and agricultural value chain information and access.

The report begins with a general overview of the role that mobile phone-based ICT can play in development and commercial projects, focusing on the situations in which mobile phonebased applications are particularly appropriate, on the potential impacts that they can achieve and on their comparative advantages vis-a-vis other forms of mobile ICT.

For the largest civil society media platform in Tanzania, back talk is good.

In fact, talking back is the objective of a new service at Femina HIP called Speak Up! The service aims to increase access of marginalized youth and rural communities and promote a participatory, user-driven media scene in Tanzania.

Femina HIP is the largest civil society media platform in the country, outside of commercial mainstream media. Products include print magazines, television shows, a radio program, and an interactive web site. Fema magazine, for example, has a print run of over 170,000 copies and is distributed to every rural region in the country.

Over the last few years, Tanzanian media outlet Femina HIP has encouraged its audience to connect and comment by sending letters, email, and SMS messages. Speak Up! is a service that offers a more automated, organized way to receive and respond to incoming SMS messages. The service is funded for one year.

The Femina HIP and Speak Up! target audience is marginalized youth and rural communities in Tanzania. Femina HIP with its media holdings reaches an estimated 10 million Tanzanians every year.

What worked well? : 

Femina HIP is already a popular media outlet in Tanzania. With its media holdings reaches an estimated 10 million Tanzanians every year. The Speak Up! service helps create a more more systematic and organized flow of messages from the Femina HIP audience. The service was built by a local wireless application service provider and works in collaboration with local mobile providers. With Speak Up!, Femina HIP is better equipped for two-way communication with the audience. 

What did not work? What were the challenges?: 

It has been challenging to help the audience understand how to send SMS to an automated service. If someone misses a space or spells a key word incorrectly, for example, the SMS is marked “invalid” and ends up in the trash box. Similarly, if people send a message that is over the 160-character limit of a text message, the second half of the message is also marked invalid. Another issue may be cost. While there is a cost to send a text message, sending an SMS to a shortcode actually carries a slightly higher cost.

There are plenty of anecdotal stories of seemingly random delays lasting multiple hours or even days in many countries where we work. While network congestion and growing infrastructure are often to blame for SMS unreliability, there are also legitimate concern that delays may be an indication of deliberate message filtering and monitoring.

What has emerged is an environment in which activists and human rights defenders are unable to clearly understand what networks - and what behavior - is safe or hazardous for themselves or their contacts. The end goal of this research, put simply, is to change this paradigm. Rumors of keyword filtering are not helpful; what is helpful is any evidence of surveillance.

SMSTester is a simple Android app that allows a user create a set of keywords to be sent as SMS messages. This allows the user to explore differences in latency for any type of message - from basic, everyday text like ‘milk’ or ‘newspaper’ to politically inflammatory text such as ‘revolution.’

We then set up a logging mechanism to timestamp and record each SMS as it is sent (from the sender side) or received (on the receipt side). By comparing the sent and received timestamps, we’re very easily able to calculate message latency from one SIM to another.

The application is designed to be installed on both sides of a single SMS conversation: a sender uses the app to automatically transmit a series of messages to the receiver, where incoming messages are logged upon receipt. Diagnostic data from the send side can be optionally included in the message payload itself such that the receive side can parse, analyze and display test results without needing access to data from the send side. This feature drastically improves flexibility and enables effective testing without requiring physical co-location.

Each message sent is coded with a unique GUID by the application so that data sets from both sides can be later combined if necessary. The output of the data is stored on the device SDCard in comma separated value (CSV) format, which makes it easy to import and parse in any office spreadsheet application.

Amnesty International has launched a campaign to amplify the voices of poor people around the world. Demand Dignity is an economic, cultural, and social rights campaign for the organization and the online platform, DemandDignity.org, was launched in May 2009. Since then, the site has collected 57,384 comments, or “voices,” from people around the world, via SMS, Twitter, and on the Demand Dignity website.

The campaign attempts to give a voice to people who are living in poverty or who have had their human rights violated, said Sarah Pyke, communications coordinator of the campaign. It enables people to be able to access their rights, hold their governments to account, and to be able to make their voices heard. These aims led to the creation of the DemandDignity.org platform, an interactive website where people can submit audio, video, or text reports and answer prompted questions such as What does living in dignity mean to you?

One response to this question, from Kenya, was, "living somewhere comfortably in terms of shelter, good health care and having sustainable education."

MobileActive.org spoke with Pyke and with Shehzaad Shams, Project Coordinator for onnline communities and e-activism, to hear more about the platform and how it leverages mobile tech.

How It Works

Shams and Pyke said that Amnesty International wanted to make use of the latest technologies in terms of social media, specifically in how technology could be used to amplify voices. The DemandDignity.org platform itself is available in four languages -- English, Arabic, French and Spanish -- and “voices” can be submitted in any language.

The campaign uses a "house" social network to be channel-independent. The platform allows for submissions from Twitter, SMS, or directly on the DemandDignity.org site. During a mission in Kenya, the Demand Dignity team issues a free short code which contributed to 9000 submissions from people living Kiberam a slum in Nairobi.

What did not work? What were the challenges?: 

Spamming of the system can be an issue. Also, the site uses a public moderation approach to flag inappropriate content. Defining languages and issuing replies or responses is a challenge, as is incentive for the user. The team is working to enhance audio submissions.

Today's news covers a new Android app development contest in Sub-Saharan Africa, Libya's rebel-created cell network, a look at how Android has become the fastest-growing mobile OS, a study on how mobile owners listen to music on mobile devices, and the growth of mobile Internet in South Africa.

SMSall: The Largest Group “SMS Mailing List” in Pakistan

SMSall is a service in Pakistan that enables mailing-list style interaction over SMS. It serves over 2.1 million people, and an average of 300 million SMS messages are sent every month (follow the total SMS count on the website). It is Pakistan’s largest SMS social network.

The founder of the service, Umar Saif, refers to it as “Twitter for SMS,” or as “Twitter for the 4 billion,” referring to the 4 billion people in the world who have access to mobile phones but not the Internet.

SMSall formed in response to the 2005 Kashmir earthquake in Pakistan. Like most Pakistani’s, Saif said, he tried to help during the aftermath but realized that although there were many rescue workers, there was no way to coordinate activities. “You would travel to a remote region with medicine, only to realize that there is plenty of medicine and all they needed were tents and warm clothing,' he said.

So Saif took action. On his laptop, he hacked together a basic response service, connected a mobile phone, and set up a broadcast group for all the rescue workers in the area. Those who subscribed to the “rescue group” would then receive SMS messages and information from the entire group.

From this grew the current-day SMSall service, the largest SMS social network in Pakistan. MobileActive.org spoke with Saif to hear more about the growth and next steps for the SMS service.

How does it work?

With the Kashmir earthquake, people could send an SMS to the service and ask to subscribe to the rescue group. Subsequently, they would receive SMS messages from everyone who posted to the rescue channel. This way, rescuers could keep in contact, in real-time, with only a basic mobile phone.

SMSallNow, SMSall users can create a group, join a group, follow a group, and broadcast to a group. The service has been used to spur blood donations, to communicate emergency responses, and to mobilize citizens in political protests. The service is used both by NGOs and more informally by people to keep in touch with friends and build communities around common interests.

SMSall became a popular platform for communication during media bans at the end of Musharraf’s rule. Political activists and members of civil society used SMSall to coordinate protests and activities. “One of the biggest groups on SMSall was run by an NGO setup by families of “missing persons” -- people who disappeared without trace during the political upheaval that gripped Pakistan in 2007 and 2008,” Saif said.

When a disaster or breaking news event occurs, specific groups form almost organically. An SMSall user will first notify an established group of friends and family, and from these many simultaneous chats, specific disaster or emergency groups are often formed, Saif said. The service resembles Twitter in that messages are being “pushed” out and viewed by any number of followers. Currently, there are over over 150,000 established groups on SMSall in Pakistan.

During the early days of SMSall, it was used to coordinate class quizzes and exams and communicate course schedules at Lahore University of Management Sciences (LUMS). Saif worked with several students to tweak the system and used it in a course he taught.  Other professors followed his lead, students started using it, and “before we knew it, the system went viral, very quickly,” Saif said. SMSall is currently used by over 180 colleges and universities in Pakistan. And from this grew the “SMS mailing list” in Pakistan.

Konbit is a service that aims to help communities rebuild themselves after a crisis by indexing the skill sets of local residents, allowing NGOs to find and employ them. Konbit development started after the earthquake in Haiti, and in response to complaints that NGOs were typically bringing in their own labor, rather than hiring locally. The service allows Haitians to describe their everyday skills and talents, in their own voice and language, over a mobile phone.

This audio content is then transcribed and translated into job skill categories that can be searched by NGOs and employers in the area. In this way, Konbit combines mobile and Internet technology with something more accessible to the Haitian community: their own voice.

Konbit established a good working relationship with local mobile operator Digicel Haiti. The team also relied on a platform and approach that is familiar to the target audience: basic mobile phone and voice.

What did not work? What were the challenges?: 

Translation is taking longer than expected. Actual job placement has yet to happen. Forming relationships with NGOs and local job providers has been a challenge for Konbit.

Abstract: 

Uganda suffers from a severe shortage of professional healthcare workers. Thus, programs aimed at prevention of disease are an important complement to the limited healthcare delivery system.

We analyze two deployments of an SMS-based HIV/AIDS education system that uses a quiz format to assess people’s knowledge of the disease, including its causes and methods of prevention. The deployments were to two groups in Uganda, one a sample of mobile phone users who live in a town in northwest Uganda; the other, workers at three factories in central and southeastern Uganda. The two samples had accuracy rates above chance levels and workers at the three factories had higher rates of participation (more individuals and more questions) than the sample selected from the cell tower service area. An analysis of incorrect answers suggested that while participants had some difficulty in matching the formatting required by the quiz, literacy did not appear to be a significant problem.

We discuss the results in terms of implications for using SMS as a user interface mechanism and explore the possibility of using social ties among participants as a way to promote the scalability and sustainability of this quiz-based education method.


Monitoring SMS Delivery Reliability

While working with SMS-based applications I’ve noticed an air of mystery around the issue of reliability. I hear colleagues say ambiguous things like “carriers consider SMS to be lower priority than voice”, or “SMS delivery isn’t guarantTesting the midem setupeed”. My personal experience has been that messages are almost always delivered quickly and correctly, but I’ve heard stories of hours-long delays, corruption of data, and occasionally messages that never arrive. Since I am working on two projects that depend on reliable SMS service — one involves field-based data collection and another employs SMS as a transport layer between computers — I am interested in learning about how factors such as network, location, and time of day impact message transmission. I found myself in Mwanza, Tanzania last week with two GPRS modems and a local partner who was distinctly unenthusiastic about the work I was there to do, so I decided to try an experiment. I bought SIM cards and airtime for three of the major TZ networks, put two at a time in the models, and wrote a simple python script using Adam Mckaig’s excellent pygsm

Abstract: 

To counter the Zimbabwean government’s tight grip over the traditional media, activists integrated old fashioned tactics of leaflets, graffiti, and small covert meetings with electronic media: short wave radio, pocket sized video cameras, digital cameras, fax machines, the Internet and email.

An early adopter of this mix of ICTs was Kubatana.net, a locally based non-profit which became an important aggregator of civic and human rights information on Zimbabwe. Its free online archive, established in 2001, offered articles, reports, documents and interviews with much of the information sourced from local civic organisations and international watch dogs. Its electronic NGO directory made civil society organisations accessible at a time when contact details were extremely fluid. Its email newsletter mailing list kept thousands of ordinary Zimbabweans regularly informed of events, opportunities and newly added resources to the web site. And its early adoption of SMS proved crucial to keeping Zimbabweans informed during the critical 2008 elections.

In Jordan, a new program called SOHITCOM (Social Health and IT for Rural Communities) uses mobile phones and web-based technology to improve access to maternal and early childhood healthcare information.

Developed by the Royal Scientific Society of Jordan in a partnership with Canadian funder IDRC, SOHITCOM is part of a larger program promoting and developing ICT4D in the Middle East. A two-part project, SOHITCOM is both a vaccination adherence service and a health information portal for rural Jordanians.

Abstract: 

The purpose of the Sudan Vote Monitor (SVM) project was to utilize simple information and communication technology (ICT) tools in the independent monitoring and reporting of the Sudan national elections held in April 2010. This initiative built on the successful recent experience of civil society organizations (CSOs) and volunteers in several countries (e.g., Ghana, India, Sierra Leone, Montenegro) in harnessing ICT to support the conduct of fair and credible elections. The project’s primary focus is the process of observing and reporting rather than the election results or their implications as significant as these are. Accordingly, SVM, and this report, is only concerned with the reporting activity with no regard to the political climate or political orientation of reporters, CSOs,or candidates. The main objective is to cooperate with and facilitate technological knowhow for civil society organizations in the Sudan (grassroots and other NGOs, media organizations, journalists, and interested private citizens and individuals in general).

The project was led by SIRP in collaboration with Asmaa Society for Development and several other Sudanese NGOs, with technical support from eMoksha.org, Ushahidi.com, and Khotawat Consultancy. During the April national elections, the Sudan Monitor website enabled reporting of the election process by many different organizations and individuals. Through the use of open source software civilians in Sudan were able to report general observations or irregularities via e-mail, short code text message (SMS), or by logging on to the Internet and visiting the sudanvotemonitor.com website. Using the Ushahidi platform reports could be aggregated along with direct feeds from news sites, blog posts, photos, videos and tweets related to the elections from all relevant sources, in one place, on an interactive map. Users had up-to-date information including streaming video from election centers or polling stations around the Sudan, and were able to comment and rate the credibility of the submitted reports in collaborative manner. The site was accessible to all individuals and organizations regardless of their political affiliations or views. The reporting facility was available for public reporting from April 10 to April 30, 2010.
